• Provisions for refuse removal: These temporary buildings will not generate vast
quantities of waste, as their primary function is to provide office space and file
storage area during the planned development program. Any waste generated
during their use will be properly disposed of by the contractor, and recycling
efforts in accordance with current City of Northampton practices will be
employed.
• Ling: As the office trailers are temporary, and their use is limited only to
normal business and construction hours, a detailed lighting program is not
warranted.
• An erosion control plan: The placement of the office trailers will not require mass
excavations for foundation supports as typical on conventional construction.
Excavations will be limited to shallow trench excavations for installation of
electrical feeds from existing adjacent buildings and connection to an existing on-
site sanitary sewer line. All excavations are short construction projects, and
disturbed areas will be fully stabilized after construction. There are no resource
areas located within the vicinity of the trailer placement area.
• Estimated Daily and peak hour traffic: The office trailers will not generate
additional daily and peak hour traffic flows which will impact the traffic flows.
• The Area roadway networks. A traffic study is not warranted. Analysis of
pedestrian access at the hospital complex was included in the previous
application. Because this revised application is only for temporary structures, this
application requests that the pedestrian access analysis for staff and patients
utilizing hospital facilities be postponed until the first major permanent project is
field with the city for approval, understood to be an elevated parking structure.
• Stormwater analysis and management report. The construction office trailers will
be placed on temporary supports and will not replace the existing pervious soils
with impervious areas. Rain flowing off the trailer roofs will be directed to ground
via gutters and downspouts affixed to the trailers, where the runoff will then be
directed to the existing pervious areas. Excess stormwater runoff will flow to
existing collection locations of site, and drainage patterns within this area are not
expected to be altered. An in-depth stormwater analysis and management report
will be prepared and field as part of the future site development submittal.
In support of this amendment, the following information is provided by the property
owner:
• Overall key/locus plan for the parcel, showing general property bounds,
topography, adjacent roadways and key features of the current request.
• Enlarged portion of key/locus plan, showing greater detail of existing conditions
and proposed trailer support utilities
• Completed City of Northampton Planning Board Application, signed by applicant
and property owner
• Application Fee check for $185, payable to the City of Northampton
• This project narrative and application background

COOLEY DICKINSON HOSPITAL
LOCUST STREET, NORTHAMPTON, MA
On behalf of the project Owner, The Cooley Dickinson Hospital, Vanasse Hangen
Brustlin, Inc (VHB) submits the following request to amend a previous Planning Board
Application for the above referenced property. The case of the matter follows:
Previous Application
The previous application for this same property was prepared and filed by Huntley
Associates, P.C. of Northampton, MA. This previous application included the
construction of a two-story 12,500 SF Modular Medical Records/Lab Building and 10-
parking spaces displaces by the proposed building. This project was to be permitted as a
Major Project under the Northampton Zoning by Law. The location of this building is
indicated on the attached reduced scale overall site plan, identified as "Former Proposed
Lab Building". Due to a change in the development program for the Cooley Dickinson
Hospital, this Modular Medical Records/Lab Building will no longer be constructed.
However, in advance of the construction of a revised building program, which will be
planned and permitted in the future,the property owner is requesting an amendment to
the previously filed Planning Application in accordance with the following sections.
Amendment to Planning Board Application for Intermediate Project
The enclosed application for Planning Board Approval is filed as a request to amend the
previously filed application. This request revises the current development program from
the previously referenced construction to the placement of three pre-fabricated
construction office trailers within the interior of the land parcel. The office trailer
placement location is shown on the attached reduced scale 11 x 17 site plan.
In accordance with the Northampton Planning Board Application, the following list of
waiver requests is hereby submitted for review and consideration:
• Plan showing location and boundaries of the lot, all properties within 300-feet and
zoning districts within 300-feet. The construction office trailers will be temporary
installations, and are being installed in advance of a more defined development
project, which will be permitted through the City of Northampton in the
immediate future. As a temporary structure,the trailer can be easily removed at
the request of the City, and the sitting areas restored to pre-placement conditions.

10. Prior to Issuance of certificate of occupancy,landscape planting plans for the evergreen screen
along the south and east property boundary must be submitted to the Board for review and approval.
11. One year from Issuance of a certificate of occupancy,the applicant must return for review of the
garage lighting.If the Board determines that additional architectural screening along the east and
south side of the garage Is necessary,such screening shall be added to eliminate the impacts of the

of the signalized Intersection of the main hospital entrance at Locust Street with analysis of a
pedestrian phase;
b. further traffic evaluation of impacts at the WoodlawnMackson Street and Prospect
Street intersection;
c. evaluation of the existing pedestrian and bus shelter location across from the Easthampton
Savings Bank;
d.traffic calming options along N.Elm Street;
e.petition for discontinuance of a portion of Hospital Road;
f. evaluation and discussion of water and sewer fee structure with the City;
g.stormwater management should be evaluated for the entire portion of the property that does
not outlet Into the detention pond. All water,sewer,and drain lines should be evaluated to
determine which are utilized. Sheet How across Hospital Road should be addressed.

In granting approval of the Site Plan the Planning Board found:
1.The requested use protects adjoining premises against seriously detrimental uses,Including mitigating stormwater runoff,sound and
sight buffers and preservation of views,light,and air. The new garage will be located In the comer of the property behind a grove of
deciduous trees and will be screened by evergreens from the abutting properties. Stormwater will be treated through the sanitary
system;and
2.The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent
streets,minimize traffic impacts on the streets and roads In the area Including the arrangement of parking and loading spaces,and
provisions for persons with disabilities. The applicant will be Improving the parking deflcI4 and sidewalk connections from North Elm
Street to the main entrance will be created. The exit on Denniston Place will be restricted to right turn only.
The project,Including any concurrent road improvements,will not decrease the level of service(LOS)of all area roads or Intersections
effected by the project below the existing co ditions because no additional employees are planned as a result of garage construction.
3.The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape,existing buildings
and other community assets In the area. The public fagades will be brick block to match the hospital fagade and the structure will be built
Into the hill so that one of the four levels will be partially obscured.
4.The requested use will not overload,and will mitigate adverse Impacts on,the City's resources including the effect on the City's water
supply and distribution system,sanitary and storm sewage collection and treatment systems,Hre protection,streets and schools.The
applicant will connect to the sanitary sewer line In North Elm,which has capacity.

CONDITION OF APPROVAL:
1. Prior to issuance of a building permit the applicant must obtain sign-off from Office of Planning 8
Development(OPD):
a. submission of a schedule showing the times at which the lights on the top of the garage
will be fumed off at night,throughout the year. Timing may vary according to the season;
b. Indicating that Snal arrangements have been made between the Hospital and a third
party to accommodate temporary parking for all parking spaces that will displaced
for this construction. Plans must show that temporary parking commences no later
than the date construction Is to begin,
c. indicating that all of Denniston Place has been formally discontinued(necessary prior to
work within the public right-of-way.Other work may begin outside of the right-of-way).
2. A 5'wide concrete sidewalk shall be constructed along Denniston Place from the intersection of
North Elm Street to connect to the parking lot end-islands. Crosswalks shall be striped and
maintained to create a continuous pedestrian path from Elm Street to the main entrance of the
hospital.
3. The sidewalk across Denniston Place at North Elm Street shall be striped as a pedestrian crossing.
4. The two existing crosswalks across Locust Street must be repainted and adequate signage must
be posted in conformance with the Manual on Uniform Traffic Control Devices for midblock crossings.
This shall Include painting of yield lines(triangles)In advance of the crosswalk.
5. Left turns(westbound)from Denniston Place shall be restricted through hardscaping/island.
6. The -Do Not Enter-sign at the west end of Denniston Place shall be removed.
7. Due to capacity hues of the sanitary line on Hospital Road,the applicant shall direct sanitary
flows from the garage to the North Elm Street line. Sewer rates and coordination with DPW for
pretreatment of this new discharge will apply.
8. Construction vehicles may not utilize Hospital Road for access to the site.
9. The Department of Public Works water Issues relating to backflow prevention and the relocation of
