Alternatively, in order to provide a tangential track alignment at the platform location that is currently proposed, additional commercial and residential land acquisition would be required along with the relocation of electric transmission lines along the eastern edge of the railroad property and the reconstruction of the bridge carrying the tracks over Hockanum Road. The costs associated with these potential alternatives would significantly exceed the$2.OM construction cost estimated for the proposed station. Before arriving at Northampton Station,Amtrak crew will determine if there is a need to use the mini- high platform to assist passengers in need of help exiting the train. When it is determined that a passenger needs level boarding access to or from a particular train car,Amtrak will stop with that train car positioned at the mini-high platform.The Amtrak train crew will manually deploy a bridge plate that spans the gap between the mini-high platform and the train and will assist passengers in safely alighting and boarding the train. If multiple cars have passengers in need of level boarding,Amtrak will make multiple stops at the mini-high platform to accommodate each passenger in need. A cost comparison between the use of mini-high platforms and an upgrade of the Amtrak Vermonter fleet to include installation and maintenance of on-board power wheelchair lifts was conducted during the design phases of this project. The attached table includes an order of magnitude cost comparison between operating with mini-high platforms and using car-borne lifts to provide access to the passenger cars.As shown in the cost comparison,the cost of retrofitting the fleet with car-borne lifts versus using mini-high platforms is significant.The life-cycle cost for using the car-borne lift is$7.4 million versus $648,000 for the mini-high platform. Based on the information summarized above, a 45-foot long mini-high platform combined with a 305- low-level platform is being proposed for Northampton Station.This would allow Amtrak to direct passengers that need level boarding to the coach situated at the mini-high platform location where train crews will place a bridge plate. Operationally,the train crews may need to stage each coach car at the mini-high platform should it be necessary to serve passengers who need level boarding. Other passengers can board using the low-level platform doors.A stairway and railings will lead between the mini-high and low level platforms. Passengers with mobility limitations, whether readily discernible or not, shall have the right to board any car of a train that is available to passengers without such limitations.Any passenger boarding a train via the mini-high platform can request to board any car in a train consist being made available to passengers not needing the mini-high and the train crew is both authorized and required to reposition the train to meet these requests. As noted above,a similar waiver application process was required by the Federal Railway Administration (FRA)for the proposed use of the mini-high platform in lieu of full-length level boarding. The proposed Northampton Station is an integral part of the Knowledge Corridor-Restore Vermonter Project,which will restore intercity passenger rail service on the Connecticut River Main Line (CRML) between Springfield, MA and White River Junction,VT. The CRML is currently owned by Pan Am Southern and has been operated exclusively for freight rail service for several years. However,the line was previously used to support passenger train service as well. The proposed Northampton Station will be constructed at the site of a former train station.The two existing CRML tracks will be reconstructed on a similar alignment through the station limits and a new side platform will be constructed as part of the project. The Knowledge Corridor service is categorized as Intercity Rail Service as defined in 49 USC§ 24102.As such,the stations along the corridor, including Northampton Station, have been developed in compliance with the requirements and procedures of both ADA and of the USDOT regulations found under 49 CFR Parts 37 and 38,with particular attention to 49 CFR 37.42 (rail station platforms).As such, MassDOT has received FRA approval of a mini-high platform at Northampton Station with certain operational procedures to allow level boarding access for all passengers should it be requested (see attached documentation from FRA). MAAB equivalent requirements are described in detail under 521 CMR 18.5.1.Although that regulation does not specifically reference accessibility requirements for intercity rail-stations, it is our understanding that the proposed station generally complies with 521 CMR 18.5.1 to the maximum extent practicable,with limitations due to geometric site constraints as described below. The station site is physically constrained by existing track geometry that make it impracticable for the station to comply with the Board's accessibility regulations requiring a full-length raised platform at the new station. Pan Am Southern has agreed to use the outside track for oversized freight movements in order to allow the station platform to be as close to the platform track as possible. However,with the station platform being located on the inside of a 2.50 horizontal curve with 2-3/8" of track super- elevation,a gap ranging from 9 to 11-inches will be created between the high level platform and passenger coaches when the train pulls into the station. In order to achieve compliance with ADA requirements and provide safe access for all passengers, bridge plates would need to be installed between each coach door for the entire length of the platform to allow all passengers to alight and board the train. Providing bridge plates at each door of each coach car for the entire 350-foot length of a high-level platform is not practicable given the available dwell time and limited train crew size. In order to meet the ADA gap requirements without bridge plates,the platform would need to be located approximately 5'-7"from centerline of tangent track. The FRA has reviewed your request and requests that you supplement your submission to clarify the following requirements: • Passengers with mobility limitations have the right to board any car of a train that is available passengers without such limitations. • A passenger boarding the train via the mini-high platform can request to board any car in a train consist that is being made available to passengers not needing the mini-high and the train crew will reposition the train per supplemental train crew instructions to train engineers and conductors. • Reversing trains in order to reposition cars at the mini-high platform may be operationally permitted and not discouraged. • Trains may be safely repositioned to double stop at the mini-high platform even if the train has passed a grade crossing or signal on approach to a platform. • Operational agreements with the freight railroad that shares the track do not prohibit double stopping the passenger train. Your justification for use of a mini-high is well reasoned and the approval process should be completed soon after submission of the requested assurances.
