In, short, it appears that the most appropriate use of
the building on Parcel 274 is residential, a use that is
consistent with the neighborhood, but precluded by the
constraints of present zoning. With a change in the zoning,
Mr. and Mrs. Wang would be in a position to renovate the
building for residential use, and bring it fully up to code
for that purpose.

Re: Request for Change of Zoning, Parcel 224 , Map 32C
To the Board:
I am writing on behalf of Charles and May Wang, owners
(as trustees of the Wang Family Trust) of the parcel at 79
Hawley Street, Northampton. The "front part" of the parcel
is shown as Parcel 223 on the Zoning Map, and the "rear
part" as Parcel 224 . A copy of portion of the zoning map is
enclosed, with the subject parcels highlighted.
When the current zoning districts were laid out as to
this property, the rear part contained a commercial
establishment known as Didonna's Dry Cleaners. In 1989 , the
business was sold and moved elsewhere, and the building has
not been used for commercial purposes since then, except
sporatically.
I am writing to request that the Planning Board, as
part of its review of downtown zoning, consider the re-
zoning of Parcel 224 from SI to URC. Reasons for making this
change would include ( 1) that the rear (SI) portion of the
lot is accessible only through the front (URC) portion, ( 2 )
the rear portion is small., and not readily adaptable for
commercial or industrial use, ( 3) the rear portion is in
direct proximity to residences, and (4) circumstances have
changed materially since the present zoning was established,
namely, the dry cleaning establishment is no longer
operating from the premises.
