6. Electric Utility service drop has been pulled away from building
and not secure on exterior of building.
7 . Basement area is filled with debris that constitutes a serious
fire hazard. The smoke detector master panel in basement is in
total disrepair and not operating.
The repairs that must be made to your property are:
1. Repair smoke detector alarm system.
2 . Repair and bring into code the front and rear porches.
3 . Remove all rubbish from hallways blocking means of egress.
4 . Install lights in common hallways.
5. Remove all rubbish from basement areas.
6. Repair electrical service drop on exterior of house.
You have 10 days in which to begin repairs please contact this
office no later than June 30. All work must be performed by
licensed contractors and permits are required. If you have any

Our records indicate that you are the owners of the property
located at 251 Pleasant Street.
On June 17 , 1997 at Sam I made a site inspection at the request of
one of the tenants Mr. Glenn Johnson of apartment 2R. Deputy Chief
Mike Driscoll of the Northampton Fire Department also was present
for the inspection. We also obtained permission from the tenant in
apartment 1L to inspect their apartment.
The violations found were:
1. Smoke detector system was not operating. This system is hard
wired to all apartments and common areas and is totally inoperative
in the apartments that we gained access to as well as in the
basement.
2 . In apartment 1L (lower left facing street) the electric outlet
located over kitchen sink was not a ground fault outlet. The tenant
has extensively used extension cords because of the lack of
electrical outlets in the apartment. The tenant in 1L has also
installed battery operated smoke detectors because the hardwired
detectors are not working. Second means of egress at rear of
apartment is not properly lighted. The wall separating living room
from kitchen has had the sheetrock removed and bare studs remain.
Bathroom has had new sheetrock installed not taped or finished,
there are no building permits on file in this office for this work
being performed.
3 . In apartment 2R second floor (right facing street) there are no
lights on stairs providing means of egress. Smoke detectors are not
operating. Inadequate number of outlets in apartment causing
extensive use of extension cords.
4 . The third floor of the apartment we were only able to gain
access to the common areas and not the apartments but found that
the halls providing second means of egress were blocked with trash,
smoke detectors were not operating, and halls were not lighted.
5. The rear porch system that provides the second means of egress
from all the apartments is in very poor shape structurally. The
porch deck is not level showing severe signs of settlement and
deterioration by the support system. Handrails and gaurdrails are
not to code on stairs ( height and baluster spacing ) . Guardrail on
porch are not to code (min 36"height)
