It should be noted that the pipe in question is outside the limit of work for the proposed project, and no alteration of any structure outside the project limits has been contemplated. We believe that the fact that we are reducing the flow of runoff to this pipe is sufficient to meet our responsibility for this project. In a Memorandum to the Chairman of the Planning Board dated July 25, 2001, Ned Huntley, Assistant City Engineer, questioned whether the 12" OUT pipe located within the Drainage Easement in the southeasterly corner of the property, near Millbank Ave/Pound Lane, (southeast of the existing building at 79 Michelman Ave) was sufficient to handle all of the water coming into it. Our calculations indicate that the flow into the pipe in question should be 8 c.f.s. in the 100 year storm in existing conditions, and 6 c.f.s. in the 100 year storm in the proposed conditions—this indicates the flow from our area to this pipe will be decreased by our project by 2 c.f.s. in the 100 year storm event, and proportionately in smaller storm events. The outflow pipe in question is a 12" pipe running for about 90 feet at a slope of 2.37% and discharging into the"old Mill River bed."The rim of the manhole from which the pipe runs is 4.6 feet above the top of the pipe.
