ZONING BOARD OF APPEALS
At a meeting held on July 18, 1984, the Zoning Board of Appeals of the
City of Northampton voted unanimously to grant, with conditions, the special
perinit request of Charles R. Morin, d/b/a Zuli's, 297 Pleasant Street,
Northampton, to buy and sell used cars in conjunction with his auto repair
business. Present and voting were Chairman Robert C. Buscher, Peter Laband
and Kathleen Sheehan.
The findings were as follows:
• Dr. Laband, referring to the requirements for a special
permit according to the Zoning Ordinance, found that the use
is listed in the Table of Use Regulations; that it bears a positiv(�
relationship to the public convenience,because of the proximity of
other automotive businesses, it would be of benefit to the public to
have available some used cars for sale in the area; that by limiting
the amount of cars, it would not create undue traffic congestion or
unduly impair pedestrian safety; that there is no effect on public
water or sewer; that the use would not unduly impair the integrity
of the character of the district and is in harmony with the general.

• Mr. Buscher found that the use is listed in the Table of Use
regulations; that it bears a positive relationship to the public
convenience as a used car lot is in the interest of the citizens
of the City and as a business employs people; it will obviously not
overload any public water or sewer system; it will not impair the
integrity of the character of the district because there is other
used car shops and repair shops in the area; that with the imposed
condition regarding number of cars on the lot, it would not unduly
impair pedestrian safety or create undue traffic congestion.
The following conditions were imposed:
1. No more than three used cars be available for sale on the
premises, one of which may be displayed on the front lot.
2. A lease be acquired from the owner regarding storage of
vehicles on the site.
3. Vehicles for sale should be identified as such.
4. Permit should be issued for two years with application for
renewal at no extra cost.
5. Permit should be issued to applicant and be non-transferable.
