• Fire Stopping. All new work will be fire stopped, and previously
non-conforming work will also be fire-stopped. The contractor will
be calling on you for review/inspection.
• Temporary Service: The cleaning crew has requested 80 amps of
service; to that end the electrical contractor is investigating the use
of GFI's at the North owner's panel vs. the need for a temporary
service. Here, we are looking for simplicity and economy.
While we expect the fire alarm work in the North section to be complete in about
two weeks, we are hoping to request occupancy as soon as inspections are
complete.
Temporary Heat: As we discussed today, the owner is very concerned about
possible pipe freezing, even with the system drained down, the plumber can't
guarantee possible damage. The North section includes 8 units on the 2nd and 31d
floors with new gas fired furnaces, and the four first floor(owned by Northampton
Housing Authority) units are heated by electric heat pumps. We are looking to
return electric service to these units, so we can energize the required circuits for
heating, thereby reducing the likelihood of future damage. The general
contractor can complete any required fire-stopping between the North and South
sections before electricity is turned on.
For the South section, we are moving toward submitting a demolition drawing
and permit for the basement areas, and are working toward visiting the site with
you to scope out trusses to be replaced, with new drawings to follow. Hopefully
all work will be complete by the end of January. The owner has insurance
requirements and deadlines we are mindful of. I'll work to keep you up to date,
and if you have any questions, please feel free to contact me.
Sincerely,
Kevin Rothschild-Shea

Re: Millbank Housing
?Q Michelman Ave.

Dear Anthony,
Thanks for your ongoing input and cooperation in returning this structure back to
occupancy. I'll summarize work and progress to date below. For general
descriptive purposes, we've been referencing the two separate six unit residential
sections as North and South. Ownership here is also complicated, Millbank II
Condominium Trust owns units on the 2nd and 3`d floor, and Northampton
Housing Authority owns units on the 1 s`floor.
Generally each separate section is served by separate utility entrances/services,
primarily located in the basement areas.
To date:
• Water has been drained from the building although; traps, washing
machines and dishwashers are holding water, and will likely freeze. This is
an area of great concern to the owner.
• Gas piping has been re-inspected in the North section.
• Gas is shut off in the South section.
• Electrical is shut off. In order to bring the electric service back on line, we
have begun the following:
• Issued a directive from my electrical engineer summarizing
additional required work such as a complete fire alarm system,
complying with current code. We had already met with Deputy
Nichols on site, and were installing a new addressable system, and
replacing existing devices throughout the building. We will now add
all required devices/components to the system to ready the building
for occupancy. Please note, we originally planned to locate the fire
alarm panel in the South entrance, but will now locate the panel in
the North entrance. If future relocation is required, we will need
clarification from the Deputy Inspector or Electrical Inspector.
