Mr. Rodriquez was informed that a Special Permit would be required for any Home Occupation or Service Business in a Residential Zone. At the time, I was aware of P.O. Boxes for rent, as suites, located at 351 Pleasant Street, and was under the impression that they satisfied the requirements of the State. I was then subsequently informed by both the City Clerk, and the City Solicitor that this was not the case and that an actual place of business was required.
