ZONING BOARD OF APPEALS { '"
The Zoning Board of Appeals of the City of Northampton, at a meeting belt.
▪ on August 17, 1983, voted unanimously to grant the special permit request of
1; David Teece and Don Watroba to convert a three-family home at 11 Conz Street
into six units.
Based upon evidence presented at the public hearing, the Board made the
1 following findings:
The Chairman found that the use is listed in the Table of Use Regulations;
• that it bears a positive relationship to the public good in that the City has
!1 a need for apartments, particularly high quality units in the downtown area;
O that, despite the increase in the number of units, the downtown location will
Id lessen the need for cars, and,inasmuch as the existing driveway at 11 Conz
• Street is narrow and overgrown with bushes, and could present a hazard for
anyone exiting the property, consolidation of the exits will reduce the number
�i of cars entering Conz Street at one time, and will provide a safer entry into
the street; that the addition of three more units, considering their smaller
ii size, will not add significantly to the use of public systems; and that, since
the neighborhood consists of businesses and multi-family homes, the proposed
u use will not impair the character of the neighborhood. He voted to grant the
• petition, subject to the following conditions:
it (1) that a parking easement be provided allowing the tenants at 11 Conz
Street to use the 9 Conz Street driveway and allowing one parking
space at 9 Conz Street to be used by the tenants of 11 Conz Street ;
' (2) that the existing driveway at 11 Conz Street be closed off and
appropriately landscaped.
Dr. Laband agreed with the Chairman's findings and conditions, and voted
h in favor. In addition, referring to Section 9.3, he found that the proposed
use would noi-be more detrimental than the pre-existing, nonconforming use.

Ms. Sheehan concurred with the other two members and she too voted in
favor.
The vote being unanimous, the special permit was granted, subject to the
above-mentioned conditions.
