In deliberating on our request, we ask that you consider the following: - The building is a wood frame structure, two and one half stories high. It was built approximately 1890, and has a very good and serviceable slate roof . The construction of an elevator would require a shaft extension that would protrude far above the existing roof line . - The overall square footage of the building and proposed addition is : 1734 sq. ft . on each of the first two floors . 540 sq. ft of usable space (minimum 6 ' headroom) on the third floor. An elevator and its mechanical requirements would occupy a disproportionately large area on each floor. The third floor rooflines slope inward on all sides, except for four small gables . This would mean that an elevator would have to be located in the center of the building to fit into the usable area of the third floor, making access to it on the first floor difficult, and substantially more space-consuming on all floors (please see accompanying plan) . - The cost of installing an elevator would make the overall cost of the project prohibitive . We have received estimates of $100, 000 for the modification of the structure and the installation of a code- compliant elevator. A wheelchair lift, in place, would cost approximately $10, 000 . We feel that the building size, its intended use, and its ultimate value make a wheelchair lift an appropriate alternative to an elevator. - There is no side yard space available to install an elevator on the outside of the existing building footprint . Accompanying this application are schematic plans showing the existing building on Plans A and B, and the proposed changes on Plans C, D, E. The simple plot plan is on Plan F. A final note : The Center for Children and Families will have it' s Children' s Clinic on the second and third floors of the building. They are currently in a building that has no accessible entries, and have employees who use wheelchairs . The Marjorie "C" Trust that has agreed to purchase the building has agressively sought, without success, to purchase an accessible building for the past two years expressly for the purposes of the Center. However, the Trust has a cutoff date of May 15 for the sale of the property to go through, after which the money for the purchase will no longer be available for this purpose . Trust under the will of Alfred Kohlberg for the building at 17 Brewster Court, Northampton. This application is part of an application for a building permit submitted by Oliver Iselin, a local general contractor. I have made the following observations for your review. The building is approximately 100 years old, in the classic "Victorian" style of the period, with a multi-faceted slate roof and brick foundation. It was built as a two family dwelling, and has continued in that use up to recent time, when all the interior walls were removed and all plumbing, mechanical and interior finishes including wall surfaces were removed by the current owners . The building permit application indicates that the first floor will be self-contained professional offices . There will be a new ramp providing access to the stairwell from the Hampton Avenue side of the building (the main access to the building) . The second and third floors will be a single occupancy office, occupied by the Center for Families and Children Clinic . It is my understanding that the applicant is requesting, as part of the application for a variance, relief from the requirement to provide an elevator serving the first two floors and the attic . In lieu thereof, the applicant will provide an approved wheelchair lift to the second floor. It is my judgement that the request for a variance is appropriate for the following reasons : The existing building is small, with 1340 sq. ft . of gross floor area (including interior and exterior wall thicknesses and stair well) on each of the first and second floors . The building permit application shows an additional 394 sq. ft . to be built on each of the first two floors, with no additional usable area on the third floor (attic space only) . A large portion of this additional square footage is being added to fulfill the requirement for handicapped accessible bathrooms, a wheelchair lift from the first floor to the second (in lieu of an elevator) , and access on each floor to the secondary means of egress as required by the building code . Because of the roof slopes on the third floor, an elevator or a lift would have to occupy the area in the middle of the building, thereby substantially changing the existing roof lines and using up central space in the building. The application includes significant upgrades of the existing "gutted" building that is both a fire and safety hazard, to an appropriate use of a small wood-frame building in a Central Business zoned area. Given the particular unique configuration of this building, I do not believe it is technologically feasible to provide elevator service to all three floors .
