Certification in written form as agreed to by all parties from the Code Official that the systems as designed, installed and tested satisfy all operational and code compliance requirements. B. Documented method for remedial action if any system fails to operate to the satisfaction of the Code Official. C. Certification from the Registered Professional Engineers of record stating that the fire protection systems have been installed in accordance with the approved fire protection construction documents. The certification shall state that the engineer has reviewed the shop drawings for conformance to 780 CMR 901.7.1.1 and has identified deviations, if any, from the approved fire protection construction documents. Testing of each notification device and all notification circuits for proper sequence of operation and proper response at the Fire Alarm System Control Panel. h. Test audio visual devices with sound and light meters. Testing of the system for all specified functions according to the approved operation and maintenance manual and the system sequence of operation. j. Testing of primary and secondary power supplies including verification that the secondary power system is capable of operating the system for the period and in the manner specified. If any system fails to operate to the satisfaction of Building and/or Fire officials, the failed component or part of the system or function will be corrected immediately. Any reacceptance testing of fire alarm system devices and/or water supply system controls shall be performed in accordance with NFPA 72 (2007). Upon completion of successful performance of the fire protection systems the contractor shall submit "System Certification" stating that the systems installed are in compliance with the Fire Protection Construction Documents as well as all applicable Codes and Standards. B. SECTION 2 — Equipment and Tools A. Any equipment and/or tools required for testing will be provided by the respective subcontractor's as required by manufacturer's recommendations, field conditions and any other requirements. B. In general, the following items are required for the acceptance testing of the fire protection systems: 1. Manufacturer's Instructions 2. Fire Protection Systems Narrative 3. Communication Radios C. Fire Alarm System Testing 1. Heat source for testing of heat detectors. The heat source may be a hair dryer, heat lamp, etc. 2. Smoke source for testing of smoke detectors. Testing may be performed with canned smoke, smoke candles, smoke machine, etc. Testing with magnets is prohibited. 3. Volt/ohm meter for control unit testing. 4. ANSI 1.4a sound level meter for testing of notification appliances. D. Sprinkler/Standpipe System Testing 11 • PVTA Northampton, MA Date: 10/08/13 RWS Project No.11880.00 premises. Valve supervisory switches will be tested by actual operation of the valves. The sprinkler contractor shall provide the Owner with a Contractor's Material and Test Certificate for Aboveground Piping as required by NFPA 13 (2007). 7. Fire Alarm System a. Testing of the fire alarm system shall be performed in accordance with NFPA 72 and 780 CMR. Before this installation shall be considered complete and acceptable to Authorities, a complete test on the system shall be performed as follows: • Pretesting: After installation activate and adjust the system as needed and perform complete pretesting. Determine, through pretesting, the conformance of the system to the requirements of the Fire Protection Construction Documents. Correct deficiencies observed in pretesting. Replace any malfunctioning or damaged items with new and retest system as required until satisfactory performance and conditions are achieved. Prepare forms for systematic recording of acceptance test results. After pretesting is complete, provide written confimration to the Owner certifying the installation is complete and fully operable, including the names and titles of the witnesses to the preliminary tests. • Final Test Notice: Provide a ten (10) day minimum notice in writing when that the Owner has received written confirmation that pretesting has been completed and that the system is ready for final acceptance testing. • Final System Testing and Acceptance: Testing of the fire alarm system shall be performed in accordance with NFPA 72 and 780 CMR. Minimum required testing shall include: b. Verification of the absence of unwanted voltages between circuit conductors and ground. c. Testing of all conductors for short circuits using an insulation-testing device. d. Short circuit testing at the far end of the circuit and measure the circuit resistance with an ohmmeter for each circuit pair. Circuit resistance of each circuit shall be recorded on the project Record Drawings. e. Verification that the Fire Alarm System Control Panel and all annunciators are in the normal condition as detailed in the manufacturer's operation and maintenance manual. f. Testing of each initiating device and all indicating circuits for proper sequence of operation and proper response at the Fire Alarm System Control Panel. Upon receipt of any fire alarm system trouble or supervisory signal, the fire alarm system shall initiate the following: • Ring trouble bell and annunciate at the FACP and graphic annunciator • Record the event 901.2.1.1 (a.iii) - TESTING CRITERIA A. SECTION 1 —Testing Criteria 1. The General Contractor shall be responsible for setting up and coordinating all fire protection systems testing. The following documents must be submitted to the Building Official and the head of the City of Northampton Fire Department or their designees prior to the witnessing of the operational fire protection systems testing (780 CMR Section 901.7.4): 2. Certification from the Registered Professional Engineer responsible for design stating that the fire protection systems have been installed in accordance with the approved fire protection construction documents. It shall also state that the engineer has reviewed the shop drawings for conformance to 780 CMR 901.7.1.1 and has identified deviations, if any, from the approved fire protection construction documents. 3. Confirmation by the Building Owner that they have received the as-built fire protection system shop drawings from the installing contractor and that the Registered Professional Engineer has certified their reasonable accuracy. 4. Material, Test, Performance and Completion Certificates, properly executed by the installing contractor in accordance with the applicable NFPA Standards. 5. Listing of names, addresses and telephone numbers of system service personnel for emergency notification. Prior to any Fire Department acceptance testing, sprinkler test, egress lighting test and fire alarm system tests shall be performed per the Project Commissioning Plan. 6. Fire Sprinkler System a. Final system acceptance requirements for the fire sprinkler system will be as required by applicable sections of NFPA 13 (2007), NFPA 25 (2008) and 780 CMR. b. The fire sprinkler system will be hydrostatically tested in accordance with NFPA 13 at 200 psi for a period of two hours at the minimum. All valve supervisory switches and water flow indicators will be tested for proper operation and integration into the building fire alarm and fire alarm reporting system as required by NFPA 72. Water flow detecting devices including the associated alarm circuits will be flow tested through the inspectors test connection and will result in an audible alarm on the 9 PVTA Northampton, MA Date: 10/08/13 RWS Project No.11880.00 • Alarm notification shall begin. • All of the visual signals (strobe lights) shall flash throughout the structure in a synchronized manner. • Identify alarm at the fire alarm control panel (FACP) and graphic annunciator panel. • Transmit an alarm signal to the remote alarm receiving station. • Transmit an alarm signal to the Northampton Fire Department central monitoring agency upon alarm. • Operate rotating beacon at exterior of the building. • Switch heating, ventilating, and air-conditioning equipment controls to fire alarm mode. • Shut down smoke dampers in air ducts of system interlocked with the unit in alarm only. • Record events in the system memory. d. Operation of any of the following devices shall initiate the fire alarm system supervisory signal: • Fire-protection system valve tamper • Low air pressure at dry pipe system e. Operation of any of the following devices, or occurrence of any of the following conditions shall initiate the fire alarm system trouble signal: • Open circuits, shorts and grounds of wiring for initiating device, signaling line, and notification-appliance circuits. • Opening, tampering, or removal of alarm-initiating and supervisory signal-initiating devices. • Loss of primary power at the FACP. • Ground or a single break in FACP internal circuits. • Abnormal ac voltage at the FACP. • A break in standby battery circuitry. • Failure of battery charging. • Abnormal position of any switch at the FACP or annunciator. 8 PVTA Northampton, MA Date: 10/08/13 RWS Project No.11880.00 901.2.1.1 (a.ii) - SEQUENCE OF OPERATION a. The occurrence of fire or any another source of heat generated in a sufficient amount to fuse heat sensitive elements at individual fire sprinklers or a break at any point within the fire sprinkler system or any other situation that would create a water flow within the fire sprinkler piping system equal to the water flow from one fire sprinkler will cause the system water flow switch to activate. b. When electrical contacts within the system water flow switch activate, an alarm signal is sent to the existing Fire Alarm Control Panel. This will cause the Fire Alarm Control Panel to acknowledge an alarm condition and the Fire Alarm system will respond accordingly. 1. NARRATIVE DESCRIBING THE SEQUENCE OF OPERATION FOR THE FIRE ALARM AND DETECTION SYSTEM: a. One or more of the following devices shall initiate the fire alarm signal: • Manual pull stations. • Smoke detectors. • Verified automatic alarm operation of smoke detectors (see section b below). • Automatic sprinkler system water flow. • Fire standpipe system operation. b. The smoke alarm verification feature shall operate in the following manner: • Initiate audible and visible indication of an "alarm verification" signal at the FACP. • Activate a listed and approved "alarm verification" sequence at the FACP and the detector. • Record events. • Sound general alarm if the alarm is verified. • Cancel FACP indication and system reset if the alarm is not verified. c. SECTION 6— Special Consideration and Description 1. Application of "Performance-based design" in lieu of prescriptive code requirement: "Not Applicable." 2. "Protection of piping from earthquakes (seismic activity) shall be in accordance with the eighth edition of 780 CRM, the Massachusetts State Building Code, NFPA 13 (2007) and any requirements of any applicable Codes and Standards for any systems installed." Drawings prepared for the fire protection systems shown are in accordance with all applicable Codes and Standards. The drawings provided satisfy the requirements of 780 CMR, section 901.2.1.1. E. SECTION 5— Features Used in the Design Methodology 1. Building occupant notification and evacuation procedures:: a. The building occupants shall be notified of an event/general alarm on the fire alarm system, including activation of a water flow switch, via existing and tone/strobe units. b. Building occupants will be notified of an alarm via the fire alarm tone/strobe units. 2. Emergency response personnel, site and systems features: a. The primary fire apparatus access will be maintained in its current location. 3. Safeguards, fire prevention and emergency procedures during new construction: "Construction shall proceed in accordance with NFPA 241, 527 CMR and City of Northampton Fire Department requirements. Specific guidelines and procedures shall be coordinated by the General Contractor." 4. Method for future testing and maintenance of systems and documentation: a. The sprinkler and other water-based fire suppression systems will be tested and maintained (in accordance with NFPA 25) by the Owner. The owner will maintain records of testing and maintenance. b. The fire alarm system will be tested and maintained (in accordance with NFPA 72) by the Owner. Water Supply, Fire Mains and Hydrants: a. "The existing building system is supplied from a 6-inch fire protection service, which is connected to an existing 12-inch main on the site. There is an existing fire hydrant within one hundred feet of the building. The existing wet-type sprinkler system is monitored in accordance with NFPA 13 requirements and includes alarm valves, flow switches, alarm switches and tamper switches on isolation valves. 2. Automatic Sprinkler Systems and Components: "The new wet pipe fire sprinkler systems that will be installed to protect this building have been designed to meet the requirements of NFPA 13 (2007). The fire sprinkler system has been hydraulically calculated in accordance with NFPA 13 requirements for Occupancies as encountered in this building and will be supervised as required by CMR 780. 3. Fire Alarm Systems And Components: a. There is an existing addressable fire alarm control panel within the existing building which shall remain. The existing FACP is manufactured by Gamewell. b. The new building's fire alarm system shall be an extension of the existing addressable fire alarm control panel within the existing building. New notification appliance circuits and initiation loops shall be provided for new devices. c. New initiating devices (manual pull station, smoke detectors, etc.) and notification devices (horn/strobe, strobe only devices, etc.) will be added as required for the layout of the new space. d. At the completion of the project, the fire alarm system will be re- programmed, tested and re-certified. 4. Automatic Fire Extinguishing Systems: "Not Applicable." 5.
