Gentlemen:
I am proposing at 68 Prince Street, Northampton, MA. ,
to change a single family dwelling into a three family
dwelling unit.
This is to be accomplished by converting the upstairs
into an apartment. Then we will move the barn to conform
to required set backs. Once the barn has been moved, we
will permanently join the two structures together to form
one. This being accomplished, we will convert the barn
into living quarters.
After completion of the proposals being outlined in the
above, we will end up with two apartments in the existing
house and a third with the barn conversion and addition.

At their meeting on April 24, 1986, the Northampton Planning Board reviewed
the Special Permit request of Raymond W. Thomas for the purpose of converting
a single-family dwelling into a three-family dwelling at property lcoated at
68 Prince Street, Northampton ((URB Zone).
After discussing the matter with the applicant and hearing the report
of the site inspectors, the Planning Board voted 5-0 to recommend approval
with the condition that the existing driveway

The Zoning Board of Appeals of the City of Northampton held a public hearing
at 8:50 p.m. on June 4, 1986 in Council Chambers, Wallace J. Puchalski Municipal
Building to consider the request of Raymond W. Thomas for a Special Permit under the
provisions of Section 5.2, Page 5.2 of the Zoning Ordinance of the City of
Northampton
for the purpose of converting a single-family dwelling into a three-family dwelling
at property located at 68 Prince Street, Northampton. (URB Zone) . Present were:
Chairman Robert C. Buscher, William Brandt and Sanford Weil, Jr.
The Chairman read the public notice as it appeared in the Daily Hampshire
Gazette on May 21 and 28, 1986. He reviewed Section 5.2 and Section 10. 10 of the
Zoning Ordinance and advised those present of their right to appeal. He noted
receipt of a memo from L. Smith, Planner, on behalf of the Northampton Planning
Board recommending in favor of the application.
R. Thomas stated that he wishes to convert the upstairs of this single-family
residence into an apartment and move an existing barn and attach it to the residence
for a third rental unit. He stated that the lot contains 16,548 sq. ft. and has ample
space for parking.
Mr. Brandt expressed concerns regarding the esthetics of attaching two
architecturally different entities to make one three-family structure. Mr. Well
questioned if Mr. Thomas had considered attaching the barn by a breezeway to
the smaller projection of the house.
Mr. Thomas asked if the Board would consider the construction of an addition
onto the house if moving the barn was found to be unfeasible.
A discussion followed regarding the necessity of reapplication if Mr. Thomas
changed his proposal.
There were no proponents or opponents present to speak.
The Chairman opened the floor for general questions.
Responding to inquiries from Marie Frank, 37 Chapel Street, abutter, Mr.
Thomas stated that he plans two-bedroom units, that he will not cut down any trees,
and that he would hire a professional contractor. Ms. Frank expressed concerns
with protecting her privacy.
Responding to inquiries from W. Brandt, Mr. Thomas stated that he had not had
the dwelling viewed to ascertain if it is structurally sound or if it is feasible
to move the barn and cited several other multifamily homes in the area. He added
that he is requesting three units rather than two because he needs the additional
income.
The Board chose to take a site visit. It was moved, seconded and voted
unanimously to close the public hearing at 9: 18 p.m. Present, in addition
to those mentioned, was J. Parker, Board Secretary.

The Zoning Board of Appeals of the City of Northampton met at 7:35 p.m. on
July 23, 1986 in Council Chambers, Wallace J. Puchalski Municipal Building to render
their decision on the request of Raymond W. Thomas for a Specail Permit under the
provisions of Section 5.2, Page 5.2 of the Zoning Ordinance of the City of Northampton
for the purpose of converting a single-family dwelling into a three-family dwelling
at property located at 68 Prince Street, Northampton (URB Zone). Present and voting
were: Chairman Robert C. Buscher, William Brandt and Sanford Weil, Jr.
It was moved, seconded and voted unanimously to approve the minutes of the
June 4, 1986 public hearing without a public reading.
W. Brandt, referring to Section 10.10 of the Northampton Zoning Ordinance,
found that the use is listed in the Table of Use Regulations as a Special Permit;
that the requested use bears a positive relationship to the public convenience by
providing two additional housing units to the housing market; that the requested
use will not create undue traffic congestion or impair pedestrian safety; that
the addition of two units will not overload any municipal system; that Article XI
does not apply; and that the requested use will not impair the integrity of the
zone and is in harmony with the intent of the Ordinance, as there are other multi-
family dwellings in the area.
S. Weil concurred that the requested use meets all of the requirements as set
forth in Section 10.10, however, was concerned because the application specified
attaching an existing barn to the house as the third unit. He found, after viewing
the site, that the structure could not be used effectively in conjunction with the
rest of the house.
R. Buscher concurred with Mr. Brandt's findings. He suggested the following
conditions: 11
1. That the barn,notlbe incorporated into any three-family structure which
is established on this site.
2. That any three-family dwelling which is constructed must comply in all
aspects to zoning regulations, including setbacks.
It was moved, seconded and voted unanimously to grant the Special Permit request
with the above-stated conditions.
