I do not wish to dispute his interpretation. The purpose of this letter is to ensure that I have not in any way misrepresented the nature of this project to your office or to him, and to gain more understanding of the access code regarding this type of development. Pathways Cohousing is a new development of 24 units, single family and duplex, for sale. There are no rental units. There will be a commonly owned "commonhouse" in which they will regularly serve community meals,and occasionally hold public functions such as weddings. There are two guestrooms for family members and friends of residents. All of these public functions are on the Main flour and are accessible. The basement level will be undeveloped at the time of construction except for a laundry room. This laundry room is for residents only. In the future the community may develop the basement into spaces such as a recreation room,sauna,storage,and craft room. in early April 1 called your office and spoke to you regarding this project. I was in the midst of preparing an application for a variance regarding the details of this lift installation. Mr. Patille,had already told me that access to the basement laundry would be required and my appeal was for a lift(instead of an elevator), in new construction traveling a full floor level. However, during our conversation, you brought to my attention that only the spaces within the commonhouse that were open to the public,needed to be accessible. I asked you specifically about laundry, and you stated that it did not have to be accessible if it were"for residents only". Although 1 don't know where to find clarification regarding this in the code,i understood your interpretation to be based on Section 9.1, that is, since all the units are for sale, and all of them arc in single family or duplexes, that the commonhouse was considered "private" except for specific "public" areas. I would appreciate your confirmation that this was a fair representation of your comments at the time. After our conversation,I spoke to the community building committee. They were very clear: they want a lift designed into the commonhouse, they would like to install it at a later date (at the time of further basement development)since their budget is extremely tight now,and they would like to install the laundry now(for residents only). I regret not following up with a letter to you and the building inspector directly after our conversation.
