Dear Jeremy, The proposed 12'x 22' single car garage is to be placed on a residential lot that previously had a 22'x 42' house, and an enclosed 12'x 12' and 12'x 24' storage buildings as noted on a topographic survey plan prepared by Randall Izer,PLS.All the original buildings have been demolished and removed from the lot and you have constructed a new 26'x 31' home with a 12'x 18' deck on piers. I designed the foundations for both the new house and proposed garage. The Base Flood Elevation for 23 Fair Street is 125.00' as taken from the FIRM Flood Map#250167-0002A.The top of the foundation for the house is 125.63' and has seven(7) flood vents installed in the foundation wall with the bottom of the vents located 12"or less from the exterior finish grade.The top of foundation for the proposed garage is 122.2'±, approximately 8"above the existing grade of 121.5'.A 2x4 stud wall is proposed to be installed on top of the foundation and has been designed with two(2) flood vents installed in the framed walls.Both the house and garage flood vents meet the requirements of the state building code. The original structures did not have flood vents and would have in theory displaced an approximate volume of 4,410 cubic feet of flood water base on the base flood elevation of 125.00' and average ground elevation of 121.50'. The new house including the piers for the deck displaces an approximate 460 cubic feet due to the installed flood vents into the crawlspace area under the first floor. The proposed garage will displace approximately 160 cubic feet for a total post development of 620 cubic feet.The new construction of the house,deck, and the proposed garage will provide for an increased flood storage volume of approximately 3,790 cubic feet. The state defines "Homeowner" as, " Person(s) who owns a parcel on which he/she resides or intends to be, a one or two family dwelling, attached or detached structures accessory to such use and/or farm structures. A person who constructs more than one home in a two- year period shall not be considered a home owner." The building department for the City of Northampton wants any person(s)who seek to use the home owner exemption, to act as their own construction supervisor, to be aware that by doing so you become responsible for compliance with state building codes and regulations. The inspection process requires that the building department be called to inspect work at various stages, which include foundation/footings (before backfill), sonotube holes (before pour), a rough building inspection (before work is concealed), insulation inspection (if required) and a final building inspection. The building department requires these inspections before the work is concealed, failure to secure these inspections can result in failure to obtain a certificate of occupancy until the work can be inspected. If the homeowner hires other trades to perform work (electrical, plumbing & gas)the homeowner will be responsible to make sure that the trades hired secure their proper permits in conjunction to the building permit issued, and that they get their required inspections. Failure of the individual trades to secure the permits and inspections as required can DELAY the project until such time as the proper permits and inspections are made I, understand the above.
