Ramps shall have landings at the bottom and top of each ramp, points of turning, entrance and exit doors. 1010.8 Handrails. Ramps with a rise greater than 6 inches shall have handrails on both sides. Handrails shall comply with Section 1012. Section 1011 —EXIT SIGNS 1011.1 Where required. Exist and exit access doors shall be marked by an approved exit sign readily visible from any direction of egress travel. The path of egress travel to exits and with exits shall be marked by readily visible exit signs to clearly indicate the direction of egress travel in cases where the exit or the path of egress travel is not immediately visible to the occupants. Intervening means of egress doors within exits shall be marked by exit signs. Exit sign placement shall be such that no point in an exit access corridor or exit passageway is more than 100 feet or the listed viewing distance for the sign, whichever is less, from the nearest visible exit sign. Section 1008—DOORS, GATES AND TURNSTYLES 1008.1 Doors. Means of egress doors shall meet the requirements of this section. Doors serving a means of egress system shall meet the requirements of this section and Section 1020.2. Doors provided for egress purposes in numbers greater than required by this code shall meet the requirements of this section. 1008.1.1 Size of doors. The minimum width of each door opening shall be sufficient for the occupant load thereof and shall provide a clear width of 32 inches. Clear openings of doorways with swinging doors shall be measured between the face of the door and the stop, with the door open 90 degrees. Exceptions: 1. The minimum and maximum width shall not apply to door openings that are not part of the required means of egress in Group R-2 and R-3 occupancies. 3. Door openings to storage closets less than 10 square feet in area shall not be limited by the minimum width. 5. Where more than one means of egress is required by Section 1014.1 or 1018.1 from any accessible space, each accessible portion of the space shall be served by not less than two accessible means of egress. 1007.2 Elevators required. In buildings where a required accessible floor is four or more stories above or bebw a level of exit discharge, at least one required accessible means of egress shall be an elevator complying with Section 1007.4. - Elevator not required to be an accessible means of egress due to the building having less than four stories above the level of exit discharge. Building is less than five stories. 1007.3 Stairways. In order to considered part of an accessible means of egress, an exit access stairway as permitted by Section 1016.1 or exit stairway shall have a clear width of 48 inches minimum between handrails and shall either incorporate an area of refuge within an enlarged floor-level landing or shall be accessed from either an area of refuge complying with Section 1007.6 or a horizontal exit. Fire door assemblies and shutters shall be installed in accordance with the provisions of this section and NFPA 80. Shaft enclosures shall be constructed as fire barriers in accordance with Sections 707 or horizontal assemblies in accordance with Section 712, or both. 708.4 Fire-resistance rating. Shaft enclosures shall have a fire- resistance rating of not less than 2 hours where connecting four stories or more. - Stairwell perimeter walls are required to be 1 hour fire rated due to connecting three stories (less than four stories) and are to be constructed as Fire Barriers. - Elevator shaft walls are required to be 1 hour fire rated due to connecting three stories (less than four stories) and are to be constructed as Fire Barriers. Section 709 — FIRE PARTITIONS 709.1 General. The following wall assemblies shall comply with this section. 1. Wall separating dwelling units in the same building as required by Section 420.2. 4. Corridor walls as required by Section 1018.1. 709.3 Fire-resistance rating. Fire partitions shall have a fire-resistance rating of not less than 1 hour. Exceptions: 1. Corridor walls permitted to have a 1/2-hour fire-resistance rating by Table 1018.1. - Walls separating dwelling units in R-2 Occupancy Areas are to be 1 hour fire rated. The required fire- resistance rating of exterior walls with a fire separation distance of greater than 10 feet shall be rated for exposure to fire from the inside. The required fire-resistance rating of exterior walls with a fire separation distance of less than or equal to 10 feet shall be rated for exposure to fire from both sides. - Any exterior walls that are fire rated need to be fire rated from the inside only as the fire separation distance in all locations is greater than 10 feet. 705.8 Openings. Openings in exterior walls shall comply with Sections 705.8.1 through 705.8.6. 705.8.1 Allowable area of openings. The maximum area of unprotected and protected openings permitted in an exterior wall in any story of a building shall not exceed the percentages specified in Table 705.8. The PH static pressures range from approximately 20 psi to 87 psi with the pump station offline and from 20 psi to 93 psi with the pump station online. The highest static pressures occur along Florence Street. The lowest static pressures are west of the Audubon Road Tank, and these pressures are dependent on elevation and the water level in the tank and are not affected by demands east of the tank. The lowest static pressures east of the tank occur along Evergreen Road. The PH static pressure at this location is approximately 42 psi with the pump station offline and 47 psi with the pump station online. The proposed facility at 331 Haydenville Road is at a ground elevation of approximately 401 feet. The PH static pressure at this location is approximately 49 psi with the pump station offline and approximately 54 psi with the pump station online. Based on information provided in the December 13, 2011 letter to the City from Sage Engineering, LLC, the reported average demand on the City's water system will be approximately 20 gpm with a maximum peak flow of 40 gpm. The facility's fire suppression system would be supplied by a separate source, not the City. The addition of a domestic demand of 4(1 gpm during PH demand conditions has minimal effect on static pressures, the pressure drops between 1 to 3 psi in the service area. Based on our evaluation described above, the existing water system is capable of providing potable water to the proposed development without the use of a new pump and storage tank as proposed by the proponent. Because the proposed pump and tank are not needed for hydraulic reasons, and since these components may pose potential regulatory and liability problems if water quality problems occur in the new building due to the tank and pump;we recommend that the proposed storage and pumping components be eliminated. The City may want to consider restricting the water service to domestic use only and not allow for outdoor water use or irrigation. Limiting water use for potable purposes would reduce peak demands to the facility and would lessen system pressure impacts. Also, an appropriately sized flow meter that matches the requested flow requirements should be installed to the facility which will provide the amount of water requested without allowing greater withdrawals that may adversely impact overall system pressure. It is our understanding that fire flow requirements will be addressed by the applicant without reliance on the City's water system. The proposed facility is located in the Leeds High Pressure System. The Leeds High Pressure System is served by a booster pump station located off Main Street, which is equipped with two 300 gpm pumps, and the Audubon Tank located off Audubon Road. Based on data from the 2010 Annual Statistical Report (ASR), the City's average day demand (ADD)and maximum day demand (MDD)were 3.38 million gallons per day(mgd) and 4.5 mgd,respectively. Based on information provided by the City,the ADD in the Leeds High Pressure System is approximately 50,000 gallons per day (gpd) and the MDD is approximately 75,000 gpd. System records of peak hourly demands are not available for the Leeds High Pressure System. Based on typical historical consumption for systems of similar size, a peak hour/ADD ratio of 6 was used to estimate a peak hour (PH) demand of approximately 320 gpm. The City's existing hydraulic model was utilized in the evaluation. The existing hydraulic model had demands evenly distributed among all nodes in the Leeds High Pressure System, and these demands were adjusted proportionally to reflect more recent and accurate demands provided by the City. Based on Massachusetts Department of Environmental Protection (MassDEP) guidelines, a minimum pressure of 35 pounds per square inch (psi) is recommended throughout a distribution system at street level during average day, maximum day (no coincident fire flow) and peak hour demand conditions.
