It formerly housed the Hampshire County Juvenile Court and the Northampton Police Department DARE offices. Previous to that it was used as a bank. The building is 7,000sf on three floors including the basement level. The Court and the Police Department used the building for offices, a courtroom, and temporary lockups associated with the Court functions. The City Council has authorized the Mayor to lease the James House to house the offices and classrooms of the Center for New Americans and The Literacy Project as the lead tenants. The classrooms would be used for adult basic education classes. The colleges in the region would share the use of classrooms in the evenings for adult college classes. An ancillary child care center would be located in the building for exclusive use of students using the facility who need child care while they attend classes. The child care center would care for a maximum of 10 infants and toddlers. Since parents will be on site when their children are using the center, the State licensing is not required. Please see the attached proposed building use program. A small satellite office of the Department of Transitional Assistance would also be located in the building. The City of Northampton Central Services Department will manage the facility. Some internal renovations will be made to the space including demolition of the cell lockups in the basement, creation of new office and classroom partition walls,possible renovations to the bathrooms. More detailed renovation plans will be submitted with a building permit at a later date. The building will be occupied in phases as renovations are made. The first phase will include the Center for New American classrooms and the childcare center associated with their classroom use. At this time, it is anticipated that the child care center will be supervised by the City of Northampton School Department. The second phase will include the Center for New Americans and the Literacy Project administrative offices.
