B. Mortgage Company P.O. Bux 7126 Columbia, South Carolina 29202 Investigation: Yes ( ) No ( ) Investigated by: `- P IN` A In the first year of residency the occupant -- a carpenter by trade, renting with option to buy -- confined his carpentry to the enclosed two car garage -- No problem! However, during this period he began accumulating lumber, discarded appliances (what appeared to be a dishwasher- dryer, a washing machine, etc.) as well as what seemed to be left -overs from garage sales which were brought up, left at the top of the drivew mmediately in front of the garages and visible from Florence Road. These items /slowly, but seemed to come and go. At the same time cars were brought up to the top of the driveway, worked on and repaired. In some instances electrical tools were used in the process and sparks were seen. A camper was completely dismantled, its doors left standing against the garage for some time; its cushioned seat still remains thrown on the ground several months later. Its motor and other under- the -hood items are still on the ground, albeit covered with a plastic throw. A truck, obviously in need of repair, has been parked for over a year, worked on from time to time. Other vehicles have been repaired in this small area and placed with "For Sale" sign at the bottom of the driveway, at Florence Road. Cars, small trucks in various stages of repair as well as a boat have been parked outside of the garages, as well as on the lawn directly in front of the house. A car with an out -of -state license plate remained through at least three seasons and more, before being repaired and placed at the road "For Sale". A large electrical Christmas display, lighted only the first year, remains on the lawn in front of the house. Christmas trees from two Christmases have been carelessly tossed by the side of the driveway. Electrical equipment, the noise from which is very disturbing to the homes in the area, has been used outdoors to splice lumber. Neighbors have asked to be a part of this request for an official investigation of this complaint and have added their signatures hereto. Our concern is -- first and foremost: the debris with various discarded containers strewn about on the ground, accumulation cif slabs of wood stacked against the garages and to the rear, dried leaves and othei fla enables lying carelessly around are a constant threat of fire which would be devastating to the entire area of trees, dense woodlands and frame houses. This is a highly residential area of family owned, family occupied homes that are well kept. A neighbor has been mowing in front of the house at the road for appearance sake. Needless to say, the unmowed, unkempt appearance of this property affects the value and safety of all the homes in this vicinity. Your early attention would be greatly appreciated. 61 Fl ence Road Airy 635 Florence Road 669 Florence Road c,--yuooit4 689 Florence Road 643 Florence Road ad 697 Florence Road / f' s A mo o __ a . Wilkins (Mrs.) r tEiniT 661 Florence Road f JUL 21997 RE: Complaint against: f" v So • a Mr. Richard Doucette - ----- ... 651 Florence Road Map #37 - Lot #14 SR Under date of May 14, 1996 a complaint, encouraged and signed by five of my adjoining neighbors (copy enclosed herewith), was filed with the Office of the Inspector of Buildings. I was informed by the person who came in response to this complaint, that the Office of Inspector of' Buildings could do nothing in this particular case because each of' the vehicles -- in varying states of repair -- was currently licensed. However, he said the area represented a definite fire hazard, and his suggestion was that 1 call the Fire Department. This 1 did immediately and was assured someone would come out to invest ''''' gate the complaint. That is the very last word I have had from any offi- cial source. 1 have been informed recently (information not substantiated) that Mr. Doucette -- who is renting with option to buy -- has received a notice to vacate the property. He was quoted as saying the notice was not sent by registered mail and therefore, he was going to deny receiving it. It would be greatly appreciated if you would use your good office to have someone come out to look at the condition of' this property before a major catastrophy occurs that could prove devastating to several homes and lives along Florence Road. Your help at this time would be very much appreciated. SIGNED: NOTE: 1 have owned and occupied my property, address above, since August, 1973.
