The detention basin at the west side of the Dunphy Drive cul -de -sac, which was previously full, had no standing water in it. The outlet pipe appeared to be the low point of the basin, even though the approved plans show it being nearly 2 feet above a low point in the center of the basin. This drainage pipe also appeared to outfall closer to the wetland than shown on the plans, which did not allow for the velocity of the water to be slowed by buffer zone vegetation and sediments to be removed before the water entered the wetland. C. Order The issuing authority hereby orders the following (check all that apply): ® The property owner, his agents, permittees, and all others shall immediately cease and desist from the further activity affecting the Buffer Zone and /or wetland resource areas on this property. ® Wetland alterations resulting from said activity should be corrected and the site returned to its original condition. ❑ Complete the attached Notice of Intent. Submit to the Commission no later than September 9, 2004, an existing conditions surveyed plan (1 " =30'), signed and stamped by a P.E. or registered surveyor, of the location and elevations of the curb on the west side of the cul -de -sac, the location and elevations of the detention basin, the location and elevations of the inverts of the pipes going into and coming out of the detention basin, and the location and elevation of the invert of the outfall closest to the wetland. Failure to comply with this Order may constitute grounds for additional legal action.
