Hi Bs n- Thanks for providing these p arts an detailed information about the pond. Addition of a rainwater storage ;fond it consistent bvith the agricultura uses and structures permitted in t he CR. This will also further the goals of the Slistainability Plan, and help reduce drain on other water sources at the farm, There are no wetlands resources (tear the Site, So Conservation Commission permits are not required, and zoning permits are not needed for rainwater ponds. You should eheck with the Health and Building Departments to make sure that no permits are required. Dear Sarah LaValley and the Northampton Conservation Commission, I am writing to check in with you about our plans to excavate a rainwater storage pond at Town Farm. The roof of our primary barn /home sheds an average of 120,000 gallons per year, but we currently have very little storage capacity (only 5,000 gallons). The storage pond would have the following characteristics: • 1,800 square foot. 6' deep at center. Clay bottom. • Store approx. 30,000 gallons rainwater. • Be planted around its periphery with native wetland plants that would aid in filtering the water. • Include submersed low- voltage pumps & and a filtration system to prevent stagnation of the water. • Due to its close proximity to our house, the storage pond will be surrounded with code - compliant fencing (as required for a residential swimming pool), in order to assure the safety of everyone living at and visiting the farm. The storage pond would serve the following functions: • Allow for removal of 5,000+ gallons water at a time for drip irrigation on leased fields with no agricultural wells (1,000 gallons will adequately irrigate 3,000 row feet of planted crops). • Add a new micro - environment to the farm: frogs, aquatic plants, etc. 1 of4 8/11/11 11:33 PM August 12, 2011 Hi Louis, We're finally getting rolling on this pond excavation. Here's a reminder of what I've talked about with you so far. • The 40,000 gallon rainwater storage pond has been given the go -ahead by the conservation commission. Because it is primarily for agricultural use, the pond does not require formal approval by the conservation commission. We have submitted a letter of intent about our plans, as they requested. • The pond will be surrounded by code - compliant fencing required for in- ground swimming pools. • The pond will be supplying water for our greenhouse, for irrigation of our closest field, and for our irrigation trailer and spray equipment. • The pond includes a swimming area (5' — 6' deep), surrounded by shallower areas with aquatic vegetation. • There will be a lhp /230 volt pump located underneath the deck (see below) to keep the water circulating. This and all other electrical work will be performed by a licensed electrician. All electrical plans will be drawn up and submitted to you for approval prior to commencement of any electrical installation (drawings should be complete within a week). One thing we did not talk about is the 12'X30' covered deck that we plan to build adjacent to the pond. Please let me know what questions or concerns you have about this structure. I am submitting an application for an accessory structure building permit for this deck. The state defines "Homeowner". as, " Person(s) who owns a parcel on which he/she resides or intends to be, a one or two family dwelling, attached or detached structures accessory to such use and/or farm structures. The building department for the City of Northampton wants person(s) who seek to use the home owner exemption,-to act as their own constradion supervisor, to be aware that by doing so you become responsible for compliance with state building codes and regulations. The inspection process requires that the building department be called to inspect work at various stages, which include foundation /footings (before backfill) sonotube holes (before pour), a rough building inspection (before work is concealed), insulation inspection (if required) and a final building inspection. The building department requires these inspections before the work is concealed, failure to secure these inspections can result in failure to obtain a certificate of occupancy until the work can be inspected. If the homeowner hires other trades to perform work (electrical, plumbing & gas) the homeowner will be responsible to make sure that the trades hired secure their proper I.:•ermits in conjunction to the building permit issued, and that they get their required inspections.
