It 4 212 Main Street • Municipal Building Northampton, MA 01060 Marlene Morin 121 Florence Road Florence, MA 01062 Re: 297 -299 Pleasant Street April 13, 2010 Dear Marlene, On March 29th, at the request of the Board of Health, I inspected the mixed use commercial building occupied by Community Substance Abuse Clinic and Pleasant Street Auto Detailing at 297- 299 Pleasant Street in Northampton to investigate a report of chemical odors in the clinic. There were strong odors of what I suspected was an aromatic solvent in the conference room at the back of the clinic. I requested assistance from the Northampton Fire Department. Deputy Chief McQueston responded and took reading with a measuring device. He registered elevated levels of carbon monoxide but did not register significant concentrations of flammable vapors. The fire department ventilated the clinic space. I then inspected the auto detailing shop in the same building. There was the same strong odor of solvents in the office, but not in the work bay. DC McQueston again took readings and again registered elevated levels of carbon monoxide but no significant concentrations of flammable vapors. Once the work bay doors were opened, the carbon monoxide levels decreased quickly. The separation between the two businesses is not adequate to prevent carbon monoxide and solvent vapors from passing from one space to another. There have been attempts in the past to create a separation, most notably a section of wall constructed in a toilet room that was open from both sides and caulking in the separation between the furnace room on the clinic side and a storage room on the shop side. The required separation has not been achieved. In accordance with section 102.5.6 of the Massachusetts State Building Code, you are ordered to ensure that the two uses are separated in a manner that conforms to code requirements. Please present plans showing compliance as soon as possible. This letter shall serve as notice of violation in accordance with section 118.2 of the building code. You have the right to appeal this action under 780 CMR Chapter 1, §122.
