Dear Mr. Edgin:
Enclosed you will find a lump sum fee proposal for structural engineering services for the above
referenced project. Services shall include Drawings and Specifications for Public Bidding in an
AutoCAD format and Construction Administration services including review of contractor submissions
and job site visits as needed during construction. Engineering staff shall also be expected to become
familiar with the site and existing conditions as they affect design.
The Awarding Authority will be billed at the satisfactory completion of the project and incremental
payment on the total fee to consultants upon Caolo & Bieniek Associates receipt of payment for each
phase:
The following scope of work is included. A complete visual survey of the existing building and repair
details of the concrete corbels. We will provide contract documents, specifications and construction
support services as outlined above.
Payments will not exceed the lump sum fixed fee. There will be no payment for reimbursables or
additional services without prior written approval from the Owner.
The Project Engineer shall be required, at a minimum, to visit the site monthly and file a written report
with the Architect for submission to the local building official. All contractor R. F. I.'s related to the
Engineer's scope of work shall be the responsibility of the Engineer to resolve.
The contract between the Architect and Consultant shall be AIA Document — Latest Edition.

Re: Site Visit - Northampton Garage Located in Northampton, MA.
Dear Mr. Edgin:
A site visit was performed by Robert A. Johnson on May 4, 2012 of the Northampton Garage located in
Northampton, MA in order to provide a proposal for structural engineering services for required repairs.
During the site visit multiple locations of damaged concrete corbels (column brackets that support
concrete girders) were found. In addition to the damaged corbels, multiple locations of concrete beams
and wall panels were observed to be damaged.
Due to the extent of the damage that was observed, it is important that the structural deficiencies are
addressed as soon as possible. Temporary shoring may be required until permanent repairs have been
constructed.

Hi Bert, I have the following answers:
1. I am not totally sure if it is a deferred maintenance issue, poor concrete quality or a design issue. We need to
study the plans and review the structure again.
2. The issues need to be addresses as soon as possible. If we start our work and find that there is a safety issue, we
will notify the city immediately. They may need temporary shoring.
3. The city can begin the waterproofing project as long as we start our work to review the structure.
