"Northampton Airport Site Ratios" submitted with application and revised June 10, 2004. The Board granted the Special Permit and Site Plan upon finding that the following criteria within the zoning had been met: 1 A. The requested use protects adjoining premises against seriously detrimental uses. Surface water drainage will be collected on site in dry wells. Continued use of this property for an airport will allow a significant portion of the meadows to remain open thereby preserving sight buffers and views of the Holyoke Range. The airport will institute voluntary noise abatement to minimize sound impacts on the community; and - • l a The requested use•will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, minimize traffic impacts on the streets and roads in the area. No changes to access driveway openings are planned. Minimal increases in air traffic are planned and will not increase automobile traffic on surrounding streets during peak periods. Access by emergency vehicles, the arrangement of parking and loading spaces, and provisions for persons with disabilities will be maintained; and C. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings and other community assets in the area, The new structures proposed will be clustered within the developed portion of the property and thereby preserve the remaining land as open field and runway. The portion of land owned by Northampton Airport on the Connecticut I River will be permanently protected as open space through a Conservation Restriction; and D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources Including the effect an the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, tire protection, streets and schools. No additional service demands will be required; and E. The requested use meets all the special regulations set forth in the Zoning Ordinance for the dedication of land in order to obtain a reduction in open space. The Board granted the improvements shown on the Site Plan with the condition that all criteria for construction within the fioodplain be met and technical standards be reviewed by the Northampton Conservation Commission. f . The requested use bears a positive relationship to the public convenience or welfare. The continued use of the property as a general aviation airport provides an important link in the City's overall transportation network and provides residents with a unique resource. The use will not unduly impair the integrity of character of the district or adjoining zones, nor be detrimental to the health, morals, or i general welfare. The use shalt be In harmony with the general purpose and intent of the Ordinance; and I G. The requested use will promote City planning objectives to the extent possible and will not adversely effect those objectives, as defined in The City of Northampton Open Space and Recreation Plan 2000-2004 adopted under M.G.L. Chapter 41, Section 81 -C and D. The plan identifies the need for preservation of important natural resource areas along the Connecticut River and fo provide future potential access to the River. The land extensive nature of the airport use enables vast portions of land within the Meadows to remain open for flood storage, habitat and wildlife corridors. HARDSHIP: CONDITION OF APPROVAL: FINDINGS: The Planning Board approved the modification of the site plan for a change in the size and type of airplane hangars based upon the following plans submitted with the application: 1. "Proposed Conditions Plan" Northampton Airport, Prepared byBaystate Environmental Consultants, Inc., dated May 19, 2004, change #4 dated 6/13/06. The Planning Board approved the change of the original site plan only for the alteration of building sizes and orientation. All other aspects of the original plan stand. The Board found that: 1. The requested use protects adjoining premises against seriously detrimental uses. The modified building size will not change the original permit. Conservation Commission will review the alterations relative to conformance with flood storage capacity. 2. The requested use addresses safety of vehicular and pedestrian movement within the site and on adjacent streets. There will be no significant changes over original permit 3. The requested use will promote a harmonious relationship of structures and open spaces to the natural landscape, existing buildings and other community assets in the area. 4. The requested use will not overload, and will mitigate adverse impacts on, the City's resources including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. 5. The requested use does not trigger compliance with special regulations set forth in the Zoning Ordinance other than for site plan review. 6. Compliance with the following technical performance standards have been met: A..Additional curb cuts are not required. B. Pedestrian, bicycle and vehicular traffic movement on site are separated. C. The applicant will mitigate stormwater as addressed in original permit. COULD NOT DEROGATE BECAUSE: GeoTMS® 2006 Des Lauriers Municipal Solutions, Inc.
