The project is designed so that there is no increase in peak flows from pre- to post- development conditions during the one- (1), two- (2) or ten- (10) year Soil Conservation Service design storms and so that the runoff from a 4/10 inch rain storm is detained on site for an average of six hours. The Planning Board voted unanimously 6:0 to grant a waiver to allow a reduction in the width of the landscaped buffer strip adjacent to abutting residentially -zoned property from thirty to twenty feet, as requested. The following conditions were imposed upon this project: 1. The applicant shall submit a revised landscaping plan showing the relocation of trees to comply with Section 6.8 (5) of the Zoning Ordinance and any other changes (e.g. - plant specification changes) from the originally- submitted landscaping plan. 2. The applicant shall submit a photometric plan and manufacturer specification detail for the light pole on the property for staff review and approval. 3. Snow shall not be stored in the detention areas or parking spaces. 3 I S provisions for surface water drainage and screening as depicted on plans and information submitted to the Office of Planning & Development. B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets and minimize traffic impacts on the streets and roads in the area. A traffic report concluded that the traffic generated by the site would result in an increase of approximately 18% in traffic on Hawley Street during the weekday peak period in the vicinity of the site. The report also concluded that the quality of operation of the site driveway intersections would be acceptable and that adequate vehicular and pedestrian access, circulation and parking were provided under the proposed site plan. C. The proposed use will promote a harmonious relationship of structures and open spaces to the natural landscape and existing buildings because the applicant has provided landscaping to help the structure blend with the natural landscape, and an effort has been made to insure that the proposed building will complement existing buildings in the neighbor/1W D. The requested use will not overload and will mitigate any adverse effects on the City's resources. E. The requested use meets the special regulations set forth in the Zoning Ordinance as listed in Section 10.11. F. The proposed use bears a positive relationship to the public convenience or welfare because it provides additional office space. The use will not unduly impair the integrity of character of the district, and the use will not be detrimental to the health, morals, or general welfare of the community. G. The requested use wil: promote City planning objectives to the extent possible by developing a presently unused piece of property for uses which are allowed by zoning. In addition, in reviewing the Site Plan submitted with the application, the Planning Board found that the plan complied with the following technical performance standards: 1. An additional curb cut was approved because the additional curb cut will enhance and improve safe and efficient traffic circulation. 2.
