ZONING BOARD OF APPEALS
At a meeting held on November 7, 1984, the Zoning Board of Appeals
of the City of Northampton voted unanimously to _grant the special permit
request of Jeffrey Wood, 312 Leverett Road, RFD #3, Amherst, Massachusetts
to convert an existing single- family dwelling into a two - family dwelling
at 149 Federal Street, Northampton. Present and voting were: Chairman
Robert Buscher, William Brandt and Kathleen Sheehan.
Mr. Brandt, referring to requirements for a special permit found
that the use is listed in the Table of Use Regulations; that the use bears
a positive relationship to the public convenience as it offers additional
housing units near the center of town; that the use will not increase
traffic congestion or impair pedestrian safety; that the use will not over-
load the municipal systems; that Article XI does not apply; that there are
many two - family homes in the area and the use would not impair the intent
of the Ordinance, as a two - family home is allowed in this zone by special
permit.
Kathleen Sheehan found that the use is listed in the Table of Use
Regulations, allowed by special permit in this zone; that the use bears a
positive relationship to the public convenience by providing more housing;
that the use will not create any undue traffic; that after a site visitation
found a large yard with plenty of room for parking; that the use will not
overload the municipal systems; that Article XI does not apply; that
the use will not impair the integrity of the district as there are many
other two - family homes in the area.
Mr. Buscher concurred, finding that the request meets all conditions
for a special permit.

I have owned this house for 8 years and have rented it as a single
family house for the last 5 years. The house is very large, containing
11 rooms, and I believe its best use and best managed use as a rental
home, to be a two - family house.
URB Zoning permits a two- family house in this zone with a special
permit. An extra apartment should not overload the existing public
water or sewer system. Traffic should not be affected since the house
is situated on a double lot which allows for more than ample parking.
There are numerous multi- family units and two businesses within
three hundred feet of my property. I understand that additional housing
units are much needed in Northampton. I can assist this need by making
the conversion. I am a local resident and will continue to own and
maintain the property in a responsible manner.
