The gross square footage of the entire building is including the basement level is 11,400 square feet (3 x 3800). For building code purposes the type of construction is 3B and the Use Group is B. There is no intended change is use. The scope of work is renovation of 3,000 square feet of building area located entirely on the lower level. The work includes removal of obsolete and /or abandoned utilities and plumbing fixtures, thermal envelope improvements (windows and building insulation) and creation of four new spaces for programmed activities to include a piano lab, teaching lab, recording studio and small recital space (30 people). Since there is no change in use, the provisions of 3404 apply to the building renovation. The scope of work does not change the number or capacity of existing exits. The exit enclosures are being modified to allow new egress doors to be placed in new construction and to separate the exit stair from niches that have been identified for use as storage. Newly constructed partitions of the stair enclosures will be 1 hour construction. 1 hour rated ceilings will be provided throughout as part of the replacement of existing plaster ceilings even though rated floors are not required. All of the provisions of 3404 are being met or were met when the building was renovated in 1997 and 2003( + / -). The building is has an accessible entrance and all levels are served by two lifts. Staff and student bathrooms are fully accessible and the entire renovation will be fully accessible. The Fire Safety Commission's Automatic Sprinkler Appeals Board issued an advisory that discusses the application of the law including work that constitutes substantial renovation. The rule of thumb placed this threshold at 33 percent or one third of the building. In this case, one third of the building would constitute a single floor. The proposed renovations involve 80 percent of the lower level or 27 percent of the building area. The scope of work does meet the description of the types of work that constitute substantial renovations, but, the building area is less than one third of the entire gross square footage. Using these guidelines the applicability of 3404.12 as it related to MGL 148 / 26G would not apply to the scope of this project. Similarly, the threshold for substantial renovation as defined in 780 CMR 3401 and referenced in 3404.12 is not reached by the scope of this renovation. The following documentation shall be submitted to the Code Official along with a request to schedule a final fire alarm acceptance test. • Fire Detection Systems, div of Cebula Electronics Corp. certification of project completion in accordance with 780 CMR 907.16 with attached pre- acceptance test reports. b. Final Acceptance Test Documentation • Confirmation of the final acceptance test date shall be coordinated by the Code Official and installing professional verbally or in writing at the discretion of the Code Official. • Should all systems satisfy operational code compliance requirements to the satisfaction of the Code Official at the time of the final acceptance tests, the Code Official shall indicate approval of the installation in writing. • Should any system or portion of a system fail to satisfy code compliance requirements to the satisfaction of the Code Official at the time of the final acceptance test, at the discretion of the Code Official, the deficiency shall be corrected and retested during the test or the testing shall be rescheduled and repeated to the extent deemed necessary by the Code Official. An order to reschedule the testing shall be made in writing by the Code Official. The order shall indicate the code deficiencies that must be corrected. each exit. A smoke detector will be installed over the fire panel. Horn /strobes will be installed for notification and evacuation of employees, patrons and tenants. c. Method of Future Testing • Maintenance, inspection, and testing shall be provided as per NFPA 72. Proper testing and maintenance of the systems is the responsibility of the owner. SECTION 2 - SEQUENCE OF OPERATION 2.1 FIRE ALARM SYSTEM a. Upon manual activation of a pull station or automatic operation of a smoke or heat detector, the following intended functions will be performed. The sequence intended to initiate total building evacuation and notify the Northampton Fire Department. • Indicate alarm condition on the Fire Alarm Panel located in the front entrance. • Initiate building evacuation via fire alarm system notification appliances. • Notify Northampton Fire Department through Central Station monitoring station. SECTION 3 TESTING CRITERIA 3.1 TESTING CRITERIA a. The installing contractor shall develop and administer the testing schedule and will coordinate notification of appropriate parties. b. System will undergo a functional pre- acceptance fire alarm test which will be conducted by the installing contractor. Documentation of the testing results will be copied to the Code Official. c. Upon successful completion of the fire alarm pre- acceptance testing, the tests will be repeated at the discretion of the Code Official during a scheduled final acceptance test to be witnessed by the Code Official. e.
