Use of the soccer fields can, in my opinion, be considered as accessory to the recreational use of the marina. The City of Northampton Zoning Ordinance, Chapter 350, §5.3 states "any use which is accessory to a principal use allowed by special permit, and which is not specifically included in the original special permit, shall be allowed only after issuance of a new special permit ". Soccer or other related sports activities were not specifically included in the variance granted in 1975 allowing the construction and operation of the marina. It is my determination that use of the marina facilities for soccer requires a special permit from the Northampton Planning Board. Feel free to contact me if you have any questions.
