1.0 -INTRODUCTION
Tighe & Bond has completed a Phase I Environmental Site Assessment (FSA) for the
former Ice House property located off Spring Street in the Florence section of the City
of Northampton, Hampshire County, Massachusetts (the site). The property location is
shown on Figure 1, Site Locus, in Appendix A. A Massachusetts Geographic
Information Systems (GIS) map showing surrounding resource areas is provided as
Figure 2 of Appendix A.
This investigation has been conducted in accordance with Massachusetts General Law
(MGL, Chapter 21E) and the Massachusetts Contingency Plan (MCP), 310 CMR
40.0000 to evaluate and determine whether there are or have been releases or threats of
releases of oil or hazardous materials (OHM) at the site. This environmental assessment
has been prepared for the City of Northampton at the request of Mr. Wayne Feiden.
Tasks performed to evaluate the site for evidence of a release of OHM included:
~ A site reconnaissance inspection;
~ An investigation of past and present uses of the property and surrounding area;
~ Research of environmental data maintained by government agencies;
~ Characterization of the physical setting of the property and surrounding area;
~ Laboratory analysis of surficial soil samples collected at the site;
~ Comparison of laboratory analytical results to applicable Reportable
Concentrations (RC) as defined in the MCP.
This investigation has revealed that surficial soil samples collected from the site did not
contain concentrations of total petroleum hydrocarbons (TPH) in excess of the applicable
Reportable Concentrations (RCs) for RCS-1 soils. Further, we did not observe evidence
of historic use or storage of oil or hazardous materials at the site. Information is

presented in the following sections of this report with respect to soil sample collection
and analysis and other environmental conditions noted at the site.

2.0 -GENERAL SITE DESCRIPTION
_ Existing conditions at the site and the surrounding area were evaluated through a site
reconnaissa..ce visit and a review of records and published mapping of the area
surrounding the subject property. The conditions at the time of this investigation are
described in the following sections. Photographs of the subject property and surrounding
- area taken as part of this investigation are presented in Appendix B.
- 2.1 Existing Conditions
The subject property is located in a rural area within the City of Northampton,
- Massachusetts. Abutting properties include an automobile paint and body shop,
undeveloped wooded land and residential properties. Features described below are
- illustrated on the Site Sketch provided as Figure 3 in Appendix ?.
- 2.1.1 Property Description and Site Use -The former Ice House property,
located off Spring Street in the Florence section of the City of Northampton,
- Hampshire County, Massachusetts, consists of five (5) abutting parcels of land
occupying a total area of 93.66 acres. Table 2-1 below identifies each parcel of
land as recorded with the City of Northampton's Assessors Office. The
Northampton Assessors and Zoning Map (Map #22) is attached to this report as
Figure 4 of Appendix A and shows the locations of each parcel with respect to the
surrounding area.

_ The five (5) parcels of land are zoned as Urban Residence A (URA). Additionally,
a portion of land located on parcels 22B-2 and 22B-62 are zoned as Watershed
__ Protection Area (WP) (See Figure 4). The Site Locus, attached as Figure 1, shows
the location of the property on the Easthampton, Massachusetts 7.5 minute series
topographic quadrangle map published by the United States Geologic Survey
(USGS) in 1964 and photorevised in 1979. The latitude and longitude coordinates
__ are approximately 42.331901 degrees North and 72.688646 degrees West,
respectively.
The site is occupied by two (2) large gravel pits, Florence Pond, two (2) small
- streams and undeveloped wooded land (See Figure 3). The site is not supplied by
municipal water, gas or electric.
2.1.2 Surrounding Properties - The site is located in a generally rural area of
- Northampton and is abutted to the north by residential dwellings, Spring Street, and
undeveloped wooded land; to the east by residential properties, 1812 Paint & Body
Shop, undeveloped wooded land and a gravel pit; and to the south and west by
undeveloped wooded land. Residential dwellings are located within 500 feet of the
subject property to the north and northwest. Properties surrounding in the ar ~ of
the site utilize private drinking water supply wells and on-site septic systems.
According to an Environmental FirstSearch Report by New England DataMap
Technology Corporation of Dedham, Massachusetts, attached as Appendix ?, the
population within a 1/2-mile radius of the site is 1641 people.
2.2 Area Mapping
Mapping reviewed as part of this investigation included United States Geological Survey
(USGS) mapping of topography and bedrock, United States Department of Agriculture
(USDA) mapping of soil, Federal Emergency Management Agency (FEMA) Flood

Insurance Rate Maps, and Massachusetts Geographic Information Systems (GIS)
mapping.
2.2.1 Topography and Drainage -The site is situated approximately 350 feet
_ above mean sea level as depicted on Figure 1, the Easthampton Massachusetts 7.5-
minute topographic quadrangle map published by the USGS in 1964 and
_ photorevised in 1979. The subject property is located on the northeast side of the
Sawmill Hills and slopes to the northeast towards Florence Pond. Runoff from the
- property drains to Florence Pond, the outlet of which discharges to the Mill River.
- The site is not located within a Zone A flood area as described on the FEMA
Flood Insurance Rate Map for the City of Northampton, Massachusetts, Hampshire
-~ County, published by the United States Department of Housing and Urban
Development in April 3, 1978 on Community-Panel Number 250167-0001-A.
_ Zone A flood areas indicate locations in which floods have occurred within the past
100-years.
There are mapped wetlands in the northwest corner of the subject property (see
_ Figure 1). In addition, Florence Pond, the small streams and all adjacent
riverbanks are resource areas regulated under the Massachusetts Wetlands
Protection Act.
2.2.2 Surficial Geology and Soils -The soils in the area of the subject property
are described in the USDA, December 1981, publication of the Soil Survey of
Hampshire County, Massachusetts, Central Part as the Charlton-Rock outcrop-
Hollis complex, with steep slopes; Ridgebury very stony fine sandy loam with 0
to 3 percent slopes; Woodbridge very stony fine sandy loam with 3 to 8 percent
slopes; Hinckley loamy sand with 8 to 15 percent slopes and 15 to 25 percent
slopes; and under the generic heading of gravel pits.

The Charlton-Rock outcrop-Hollis complex, consists of irregularly shaped areas
that have stones 5 to 20 feet apart on the surface and are most commonly identified
on hillsides. Hinckley loamy sand with 8 to 15 percent and 15 to 25 percent slopes
are soils comprised of deep and excessively drained loose stratified sands found on
hills and ridges of small drainageways. lZidgebury very stony fine sandy loam with
0 to 3 percent slopes are deep and poorly drained dark gray fine sandy loam soils
-- found on nearly level or slight depressional areas. Woodbridge very stony fine
sandy loam with 3 to 8 percent slopes are characterized as deep and moderately
well drained fine sandy loam most commonly identified on hillsides. The gravel
pit units consist of irregularly shaped areas from which gravel has been removed
for construction purposes. Piles of stones and boulders are commonly scattered on
the pit floor. Areas of this unit are generally poorly suited for farming, woodland
- and residential development.
2.2.3 Bedrock Geolo~v -Bedrock in the area of the former Ice House property
is described on the USGS Bedrock Geologic Map of Massachusetts, published in
-~ 1993, and is characterized as sedimentary Triassic rocks of the Deerfield and
Northfield Mesozoic Basins consisting of red, pink and gray coarse-grained arkose
interbeded with brick-red shaley siltstone and fine grained arkosic sandstone.
2.2.4 Surrounding Resource Areas -Based upon the Massachusetts GIS map of
the area, provided as Figure 2, a variety of resource areas are identified within a
'/z-mile radius of the site. Five (5) resource areas are identified on the subject
property including Florence Pond, two (2) small streams, a Department of
Environmental Protection (DEP) Approved Wellhead Protection Area (Zone 2)
extending southward off the subject property and a Potentially Productive Medium
Yield Aquifer. Land mapped as Open Space abuts the subject property to the
south. A large contiguous area of land mapped as a Potentially Productive Medium
Yield Aquifer is identified within '/z-mile of the site in all directions except to the

west. Public Water Supply wells 1214000-02G and 1214000-O1 G are located 700
feet and 1700 feet, respectively, from the southeast corner of the subject property.
2.2.5 Groundwater and Soil Classification -Based on the observed site
characteristics and information obtained from the Massachusetts GIS map for the
property, soil and groundwater classifications for determining Reportable
- Concentrations (RCs) for oil and hazardous materials applicable to the site, as
specified in the MCP (310 CMR 40.0361 and 40.0362), include RCGW-1 for
- groundwater and RCS-1 for soil. By definition, RCs for releases within a DEP
Approved Wellhead Protection Area (Zone 2) and a Potentially Productive Medium
- Yield Aquifer are category RCGW-l. Soils located within the geographic
boundaries of a groundwater resource area characterized by RCGW-1 must be
- characterized as RCS-l.
- 2.3 Site Reconnaissance and Surficial Soil Sampling
A site inspection was conducted on March 18, 1997 by Tighe &Bond personnel and
- consisted of a visual inspection of the property. Photographs were taken during the site
visit and are presented in Appendix B. Additionally, three (3) surficial soil samples were
collected from areas that appeared to exhibit oil contamination. These samples were
submitted to the Commonwealth Analytical Laboratory in Westfield, Massachusetts for
Total Petroleum Hydrocarbons (TPH) analysis by EPA Method 8100. Positive
laboratory results for the three (3) samples are discussed in Section 4 of this ESA.
The 93.66 acres of land thr comprise the former Ice House property can be accessed
through the main entrance, which is located off the northeast corner of the property
extending north to Spring Street. This entrance way is an approximately 30 feet wide
dirt road that has been blocked at Spring Street by large boulders.

_ A large gravel pit (Gravel Pit #1 on Figure 3) is located in the northeast corner of the
site. Photographs 1 and 2 of Appendix A show portions of Gravel Pit #1 looking
_ northwest and southeast, respectively. Within the pit are piles of sand and gravel with
several dirt bike trails identified. Additionally, trash, automobile tires, spent shotgun
- shells, glass, metal cans and plastic containers were scattered throughout this abandoned
gravel pit. A pile of rusted scrap metal which included parts of an old car and an empty
- 55-gallon drum were observed in the southwest corner of the gravel pit (See Photograph
3 of Appendix B). Soil sample S-1 was collected from surFcial soil identified under this
-- pile and submitted to the Commonwealth Analytical Laboratory for TPH analysis.
-- An old building foundation was observed in a wooded area, northeast of Florence Pond
(See Photograph 4 of Appendix B). Wayne Feiden of the City of Northampton Planning
_ Department indicated that the foundation of the former Ice House could be identified in
this area of the property. Photograph 5 of Appendix B shows a portion of Florence
-- Pond looking northwest.
An area south of Florence Pond near a small stream and identified as location S-2 on the
Site Sketch appeared to be an old historic dumping area. Trash bags filled with
household trash were identified at this location. Additionally, glass, metal cans, empty
plastic oil containers, tires, automobile parts and empty aerosol cans were scattered
throughout this location. A container measuring approximately 1 foot by 2 feet by 2 feet
was also identified at this location (See Photograph 6 of Appendix B). A test pit was
excavated to a depth of 1-foot below grade at this location to characterize the subsurface
soils. Soils were dark brown, however, they did not exhibit an apparent petroleum odor.
Surficial soil from this location was collected for TPH analysis and submitted to
Commonwealth Analytical Laboratory as sample S-2.
A second gravel pit, shown as Gravel Pit #2 on the Site Sketch in Appendix A, was
identified west of location S-2 and southwest of Florence Pond. The characteristics of

_ this gravel pit were similar to that of Gravel Pit #l, however, it was significantly smaller
and there was less trash and debris observed. A small surface water body measuring
approximately 50 feet by 30 feet was identified at the base of this gravel pit (See
Photograph 7 of Appendix B).
An abandoned automobile was identified south of Gravel Pit #1 and north of Gravel Pit
- #2 (See Photograph 8 of Appendix B). The automobile appeared to be free of all
petroleum products and did not exhibit a petroleum odor. Soil sample S-3 was collected
- from surficial soils located under the car.
-~ The western portion of the property, west of the two (2) gravel pits, consisted primarily
of undeveloped wooded land. An apparent wetland area was observed in the northwest
corner of the property.

3.0 -SITE HISTORY
- The history of the site is described in the following sections. This information is based
upon a search of databases maintained by State and Federal agencies, research of files
- at the DEP Western Regional Office in Springfield, Massachusetts, and contacts with
local officials. As a result of renovations being conducted at the Forbes Library, the
- historical reference section for Northampton, Massachusetts could not be reviewed.
- 3.1 Site History
The site has been historically used as a gravel pit for construction purposes. The dates
dur'ng which it was used as a gravel pit, however, were undetermined. Sanborn Maps
were unavailable for this location and no documentation regarding the ownership of the
property prior to 1950 was found. Table 3-1 below shows the ownership history of each
parcel of land that comprise the former Ice House property (See Figure 4 in Appendix
A for parcel location).

3.2 Previous Site Investigations
No previous reports were provided by the City of Northampton for the subject property,
_ nor were any reports on the property available from Federal, State or Local agencies
consulted for this assessment.
3.3 Environmental Records Review
- As part of this investigation, Tighe &Bond commissioned a database search of Federal
and State records that would indicate the potential presence of environmental hazards at,
- or in close proximity to, the site. The database search was supplemented by file reviews
conducted in person on March 19, 1997 at the DEP Western Region Office in
- Springfield, Massachusetts to confirm the database information and to review file
information not otherwise available in the database. Local records were also reviewed
- at the Northampton Municipal offices as part of this investigation. The database search
and records review were conducted to identify past releases on or adjacent to the site.
3.3.1 Database Search - A search for information in State and Federal databases
for the property and surrounding area was conducted using New England DataMap
Technology Corporation of Dedham, Massachusetts. The Environmental
FirstSearch Report from that database search is presented as Appendix ?. The
databases searched and their radial distance from the subject property are indicated
in Tabl^ 3-2. A plan illustrating the locations of all mappable sites within the
specified search radii is provided at the end of that report.

The 1812 Paint & Body shop located at 98 Spring Street, which abuts the subject
- property to the northeast, was identified by the database search as being a very
small quantity generator of hazardous waste. The DEP file review conducted for
- this ESA indicated that 1812 Paint & Body Shop generates approximately 20-
gallons per month of solvents which are stored and recycled on the premises. The
- method of recycling was not identified.
Two (2) State listed hazardous waste sites were identified within one (1) mile of the
subject property. Cottage Kitchens, located at 17 North Maple Street and
approximately 0.89 miles from the subject property, was identified by the database
search with State ID# 1-0000588 and is listed as a deleted site. The DEP file
- review indicated that this site was listed as an Unconfirmed Disposal Site.
However, as a result of an Environmental Site Assessment conducted by E.J. Flynn
Engineers in December 19, 1988, the site was deleted from that list.

_ Cumberland Farms, located at 53 Main Street and approximately 0.99 miles from
the subject property, was identified by the database search with State ID# 1-
0010018and listed within Phase 2 of the MCP. The DEP file review indicated that
this site has been closed out under a Release Abatement Measure (RAM) with a
- Response Action Outcome (RAO) pursuant to the MCP (310 CMR 40.1036).
- There was one reported spill (Spill ID# W90-264) within 0.5 miles of the former
Ice House property. Apparently an oily sheen was observed on the Mill River on
- April 28, 1990. The Northampton Fire Department responded to the scene and
determined that the sheen was small enough not to require a response. The case
was subsequently closed.
Other spills and registered USTs in Northampton were listed in the DataMap
FirstSearLh report as "non-geocoded", indicating that their exact location in the
City was not recorded in the database. The list was reviewed by Tighe & Bond to
determine which sites are located within the specified radu. Based upon our
review, no sites were identified within the specified search radu.
Site reconnaissance, interviews with local officials and review of DEP files showed
that no other sites identified in the FirstSearch report were within the distances
listed in Table 3-2.
3.3.2 DEP File Review -Tighe & Bond personnel performed a review of files for
the subject property and surrounding area at the DEP Western Regional Office in
Springfield, Massachusetts on March 19, 1997. The DEP file search was
_ conducted to identify any additional pertinent information for the subject property,
verify the relative locations of sites listed in the database search report and to
_ assess the potential impact to the subject property from documented releases on any

surrounding properties. As a result of the DEP file review, no other sites were
identified in the vicinity of the subject property.
3.3.3 Local Records Review - On March 31, 1997, Peter McErlain from the
- Northampton Board of Health was interviewed by a representative of Tighe &Bond
with respect to any information the Board of Health might have on the subject
- property. Mr. McErlain mentioned that the Board of Health had nothing in the
files referencing the former Ice House property.
The Northampton City Clerk's Office was also visited on March 31, 1997.
Records confirmed that no UST's were registered for any of the parcels that
comprise the former Ice House property.
The Northampton City Assessor's Office and Building Department was visited on
March 31, 1997 to determine when and how many buildings had been constructed
on the subject property. Neither office had any records or structures of buildings
on any of the five (5) parcels of land that make up the former Ice House property.
On April 9, 1997, Deputy Chief Mike Driscoll from the Northampton Fire
Department was contacted with respect to conditions at the subject property.
Deputy Chief Driscoll indicated that the Fire Department had no records pertaining
to the subject property.

4.0 -LABORATORY ANALYTICAL RESULTS
_ Three (3) soil samples were collected from surficial soil on the former Ice House
property as part of this assessment to provide specific information relative to surficial
_ contamination at the property (See Section 2.3). Soil samples collected at the site were
analyzed at the Commonwealth Analytical Laboratory in Westfield, Massachusetts for
_ TPH by EPA Method 8100. A summary of the laboratory results are presented in Table
4-1 below and the complete laboratory analysis report is provided in Appendix D of this
_ report. Concentrations of oil or hazardous materials (OHM) in soil are compared to the
Reportable Concentrations (RCs) outlined in the MCP, 310 CMR 40.1600, for the
- appropriate soil category.

As presented in Table 4-1 above, concentrations of TPH identified on the subject
property did not exceed the applicable reporting concentration of 500 mg/kg. These data
indicate that a reporting condition to DEP pursuant to the MCP does not exist on this
_ property relative to the locations sampled.

5.0 -CONCLUSIONS
Tighe &Bond has conducted a Phase I Environmental Site Assessment of the former Ice
House property located on Spring Street in the Florence Section of Northampton,
Hampshire County, Massachusetts. This assessment is limited to information obtained
by review of Federal, State and Municipal records of recognized environmental
conditions on the site and of abutting properties; a reconnaissance visit to the site and
- surrounding areas conducted on March 18 1997; reviews of available published mapping
of the area; and the collection and analysis of surficial soil sampl:~s for TPH. Conditions
_ described herein represent conditions observed to exist at the time that the study was
perfor.ned.
Surficial soil was collected from three (3) locations on the subject property and analyzed
at the Commonwealth Analytical Laboratory in Westfield, Massachusetts for TPH by
EPA Method 8100. Results of the soil sampling indicate that although positive
_ concentrations of TPH were identified at two (2) locations, the applicable RC for TPH
(500 mg/kg) was not exceeded.
Based on the information obtained in the preceding sections of this report, this ESA has
revealed no evidence of a reportable release of oil or hazardous material (OHM) as a
result of activities conducted at the site. Also, based upon the information obtained in
- the preceding sections of this report, this Phase I ESA has revealed no evidence of the
historic use or storage of oil or hazardous materials on the subject property. Please be
- advised that the presence of auto parts, trash and other solid waste materials represents
a violation of Massachusetts Solid Waste Regulations. It is recommended that these
- material be removed and properly disposed.
