But I thought I'd pass the details on to you so that if there are any additional issues, they can be addressed before Huntley puts together an amended plan. Pond: I have assumed a 6 foot expansion over a 2 foot change in elevation to the maximum surface elevation of the pond. The cross-sectional shape is triangular. So -(2 x 6) / 2 = 6 square feet in cross-section. The outer perimeter of the pond is somewhat more than 120 linear feet, for a total volume of 720 cubic feet to be divided over 2 vertical feet from elevation 116 to 118. We discussed the rocks, but I haven't included those since they are below the maximum water elevation and therefore occupy what would be the same volume as that occupied by the water. Stacked wood: 8 x 12 x 4 = 384 cubic feet to be divided evenly from elevation 119 to 123. Tom should just remove this to a location outside the floodplain. Rubble pile: 15 x 5 x 3 = 225 cf to be divided into 110 cf, 75 cf and 50 cf over elevations 119 -121 because the pile's volume per vertical foot diminishes toward its top. Tom would likely remove this too. Playhouse: I've alloted what I think is a generous 12 cubic feet for this and divided that evenly from elevation 119 -122. This might better be removed to the yard above the flood elevation. Topsoil (3 inches): First, a question: Wasn't this accounted for in the receipted volumes? I'll have to check again with Tom. But if not, I have assumed distribution over an area 40 feet wide and 1400 feet long, looking at the site plan and recalling Tom's description. That works out to a total of 1400 cubic feet (40 x 1400 x 0.25 = 1400) located entirely between elevations 116 -177. Two sheds: According to the site plan, one is 10 x 10 and the other is 10 x 15. I have assumed an average of 2 inches wall and roof thickness, including 1 inch planking and 2 x 4 studs/rafters. I have also assumed that the roof extends 1 foot beyond the walls in both directions. So shed 1: 10 x 4 x 2/12 = 6. 7 cf (each vertical foot of wall) + 11 x 11 x 2/12 = 20 cf (roof). I distributed the 6.7 cubic feet of wall over 7 vertical vertical feet from elevation 117 -124, and placed 20 cf into elevation 124 -125. Shed 2 is similarly calculated, distributing 8.3 cf into each vertical foot from 117 -124, and 29.3 cf into 124 -125. Now, Tom is planning to remove these two sheds -and will likely choose to to remove the piles and the playhouse as well. But I will make sure of that before having the plan amended. I will also review the receipts to check the volumes as we have discussed and will amend the final volumes to reflect that the material Tom removed from the site does not count toward compensatory storage. Another element is that the alteration of the floodplain does exceed 5,000 square feet, so according to DEP's comments, we'll have to prepare an Wildlife Habitat Evaluation. Frankly, I think that's a waste of time -one of those regulatory exercises that make no difference at all, but it will be done if it's required. Finally, with regard to testing and disposal of contaminated soil -I reiterate that this is not my business at all. don't touch contamination issues -never have, never want to -and I have had nothing at all to do with the disposal of lead-contaminated soil from this site. I never saw the site when it was identified as a problem; I had not spoken to Tom or anyone else associated with this site until well after the Enforcement Order was issued by the Conservation Commission. All I have reported about the contaminated soil is what I've been told by Tom. Alec tells me that Huntley has been backed-up and had (see below) just at the end of last week supplied him with the recalculation of the compensatory storage. In the meantime, I have removed two sheds and am in the process of having the "rubble pile" which is in fact mostly good lumber, removed from my backyard. I feel like the application work requires professional involvement. I suppose I could fire this group and start over, but I'm not sure it would solve anything. Please know that I'm doing every think in my power to move things along as it's also holding up work on my house that I want done before the snow flies. If you have any ideas for me, please advise. Also, the compensatory storage between 116 and 118 has been moved to the rear of the lot, so that it is not in the place where Tom placed and covered the contaminated soil. It turns out that the proper amount of complensatory storage was created in the grading, so Huntley did their part; I just missed that one number when I was revising the table. My fault. .. On a separate front, I wanted to let you know that we have worked up the compensatory storage numbers for the retaining walls (about 11 cubic yards) and have brought a schematic map back to Huntley Associates. They are going to put the retaining walls on a new map and put the new figures into the table on the map and have this ready by noon tomorrow. I'll pick it up and bring it directly over to you and Bruce at the planning office. Btw/ the folks at Huntly agreed that the retaining walls were a good idea and that the 40+ degree pitch bank would likely result in erosion, sending the soil back into the flood plane. 6/13/2006 Page 2 of 2 Once we have this all signed off, I will send you a detailed work plan for how we plan go about removing the soil. As you'll remember, we have a few "hot spots" where lead showed up in the soil as a result, we presume, of burying fly ash from soft coal. We have tested the soils at the back part of the property (horse field) and there is no evidence of lead in that soil. We have not tested the soil on the bank below the pool and adjacent to the barn where much of the soil is to be removed. What I propose to do is to remove the soil and put it (on tarps) in a pile in the field. We can then test the soil and also have Huntly confirm that we removed the appropriate quantity of soil. We'll provide you with both the soil tests and the "sign-off' from Huntly. Depending on the soil tests, we'll sell/give away the soil or send it to the lined Northampton Landfill. Please let me know if you think this approach makes sense.
