The applicant has had 3 past meeting with neighbors on Feb 16th, March 30th, and Sept 11th and one schedule for Oct 11th. 2022 Detailed Project Information New Building Square Feet (Site Plan): 0 Finding Description: 1. Applicant will modify existing Hatfield & Bridge Road entrances/exits to the site as discussed prior with city departments and further reviewed by traffic study. The attached civil engineering plans show requested modifications to the entrance points. 2. Applicant will be providing pedestrian sidewalk paths from all 3 abutting public ways including Prospect Ave in which provisions will be made for new sidewalk on city property. There will be shared bike access into the property to covered bike shelters and shared bike access signage present to alert vehicular cars 3. Applicant is proposing decreasing parking spaces from 91 existing spaces to 84 proposed spaces. Special Permit Description: Refer to the attached zoning narrative for the details of the above requirements Onsite Traffic Description: Proposed traffic pattern on-site includes a through -way connecting both the Hatfield and Bridge entrances and exits together eliminating the need for a culdesac. Please see attached traffic study for analysis and details. Offsite Traffic Description: Applicant has engaged a traffic engineer to review the patterns at Bridge Road and Hatfield Street and has developed the proposed modification to best mitigate traffic issues around the site. Proposed plan does not add a traffic light at Bridge and Hatfield Streets and includes provisions for a right hand only turn lane coming out of the site at Bridge Road and provides a new left hand turn in lane into the site. This added protected left hand turn lane should improve traffic flow along Bridge Road over the previous condition. Along Hatfield Street, the entrance was tucked further away from the Bridge intersection to allow for more queuing space for cars that are turning from Hatfield Street onto Bridge Road. In addition a new bus station & covered public bike station are constructed on the subject property lot for the benefit of local residents. Site Plan Description: The above documentation will be included in this zoning permit submission. Because the Owner is proposing to re -use and existing site and building, the development only Partially Complies with some zoning requirements. Details are provided in the attached Zoning Narrative.
