Veleta, P.E., City, ngineer, DA: October 26, 2022 RE: File: 737 Bridge Road — Change of Use to 60 Affordable Apartments — Major Site Plan Map ID: 18C-048 CC: file The Department of Public Works has reviewed the above referenced application for the following items: Traffic: Utilities: x Volume & Impact on City Street x Roadway Capacity x Adequacy of City Road Construction x Site Distances x Parking x Driveway Openings x Sanitary Sewer x Water x Drainage Into City Stormwater System x Capacity of Stormwater Line x Northampton Stormwater Permit NPDES Phase II Compliance x Other: The Department of Public Works has the following comments: No Concerns, project will not have an impact on any items reviewed Traffic Study is required Roadway does not have adequate capacity to handle the additional traffic Roadway is not adequately constructed to handle proposed increase in traffic Site Distances are not adequate for proposed project Parking spaces do not meet minimum requirements Parking spaces are too close to driveway opening Driveway openings are not adequate for proposed use Sanitary Sewer line is not adequately sized for proposed use Sewer line connection is not properly shown Water line is not adequately sized for proposed use Water line connection is not properly shown City stormwater system is not adequate to handle increase in drainage Stormwater system does not meet minimum requirements for reduction of Total Suspended Solids (TSS) Northampton Stormwater Management Permit has not been approved or conditions for approved permit have not been met Other Comments: General • These review comments are based on the following: o A Permit application dated September 26, 2022; o Traffic analysis and generation report, dated June 10, 2022, prepared by Stantec; 0737 Bridge Road_Major Site_PB.doc Page 1 of 3 o Site permit review set, consisting of 17 sheets, dated September 23, 2022 and revised October 10, 2022, prepared Stonefield Engineering. The Civil sheets are not stamped by a Massachusetts Registered Professional Engineer. The Landscape sheets are stamped by Rachael Loeffler, a Massachusetts Professional Registered Landscape Architect. Revised Civil plans dated October 25, 2022 consisting of 11 sheets, stamped by Jake Modestow, P.E. registered in Massachusetts. • Based on the comments below and any conditions required by a Planning permit approval, the applicant shall submit revised final construction plans, signed and sealed by a Massachusetts registered P.E., to the DPW for review and approval at least 15 days prior to the issuance of any City building or construction permits. Sheet C-3 — Site Plan The plan proposes new concrete sidewalk cast against existing and proposed bituminous curb along the entire frontage of Prospect Avenue and a portion of Hatfield Street associated with the relocated entrance, respectively. Concrete sidewalk cannot be cast against bituminous curb since the geometry of the curb will create a fragile edge subject to deterioration. Alternatives include: o Installation of granite curb in lieu of bituminous curb, o Installation of bituminous sidewalk in lieu of concrete, o Offsetting the concrete sidewalk from the bituminous curb by a minimum of 12". The DPW recommends that the short sidewalk portion to be replaced on Hatfield Street northerly of the proposed interior concrete sidewalk be replaced with bituminous sidewalk to match existing. See the comment below regarding the driveway crossing. The DPW also recommends that, if the sidewalk on Prospect is to be concrete, its street edge generally align with the street side of the utility poles, providing a minimum of 3 feet of clear passage around them. Encroachment of the sidewalk over the current property line will require an easement to the City or a roadway layout alteration. • The applicant should consider providing a crosswalk with accessible ramps from the proposed sidewalk on Prospect Avenue to the northerly side of Allison Street for connectivity to Jackson Street School. • Proposed crosswalk markings across driveways are not appropriate. • More design and grading details are needed for the sidewalks crossing the entrances. The sidewalks should maintain elevation across the driveway. o DPW recommends that the sidewalk crossing on Bridge Road be in line with the existing sidewalk, not set back as shown. o DPW recommends that the sidewalk crossing on Hatfield Street be slightly realigned to be set back from the curb at the driveway crossing and that the crossing be concrete, extending to the northerly limits of the proposed interior concrete sidewalk and an equal distance to the south. • The curb material of the Bridge Road entrance island is not clear. Concrete curb is not acceptable in the City ROW. • Pervious pavement is called out for 7 proposed parking spaces, but Detail 7 on sheet C-9 indicates permeable pavers. Please clarify which is proposed. 0737 Bridge Road Major Site PB.doc Page 2 of 3 Sheet C-5 — Stormwater & Utility Plan • Final construction plans need to specify the water supply location for fire and domestic service. The primary current location is off Prospect Street with a 6" fire/domestic service. Any existing services that will not be utilized need to be cut and capped at the main with a permanent trench patch provided. Sheets C-8 to C-10 — Details • The Crosswalk detail is suitable for internal site use only. • The Flush Curb Detail is confusing. What dimensions are proposed? Please clarify. • Concrete sidewalk within the City ROW shall have 8" compacted process gravel, MI. 03. 1, for subbase, not 4" dense graded crushed stone and welded wire mesh shall be 6x6 -W 1.4x W 1.4, not W2.9 x W2.9. • Asphalt pavement within the City ROW at drive entrances shall have 4" dense graded crushed stone over 8" processed gravel, not 8" dense graded crushed stone alone. • The minimum clear height to the bottom of a regulatory sign such as a Stop or Do Not Enter sign is 84", not 72" as shown. • The Storm Inlet (Catch Basin) Detail does not provide a sump. Deep sump catch basins with debris hoods are standard practice to improve stormwater discharge water quality and should be provided. • Is the Sewer Connection Detail applicable to this project? If not, please remove. 0737 Bridge Road Major Site PB.doc Page 3 of 3
