Dear members of the Northampton Conservation Commission:
On behalf of the Trustees of Smith College (the Trustees), and pursuant to the Regulations of the
Massachusetts Wetlands Protection Act at 310 CMR 10.00 and Chapter 337 of the City of
Northampton Wetlands Protection Ordinance, Pare Corporation (Pare) is pleased to present a
Request for Extension of the Order of Conditions (OOC) for the ongoing sediment management
of Paradise Pond. Enclosed with this letter is a copy of the existing Order of Conditions (OOC),
issued September 17, 2019 (DEP File No. 246-0725). Due to the implementation of Covid 19
tolling, this order is scheduled to expire on January 2, 2024.
Background
The 2014 SMP provided for maintaining a 3-foot depth across the entirety of Paradise Pond.
Sediment redistribution was proposed to be achieved by mechanically transporting 500 to 1,000
cubic yards (cy) from the highest point of accumulation to the anticipated flow channel along the
northern side of the pond. This method proved to be partially successful.
The revised 2018 SMP increased the project area from 6.66 acres to 9.8 acres, including the
plunge pool; however the depth is maintained at a 2-foot depth across the entirety of the pond
Although the project area was increased, the total volume of redistributed sediment decreased
from 10,000 cy to 2,200 cy per year.
Smith College has continued to perform detailed physical and biological monitoring of
upstream/downstream conditions in an effort to quantify how the SMP activities may affect the
environment.

The Trustees intend to continue the current Sediment Management Protocol (SMP) as revised in
2018 and respectfully request that the Northampton Conservation Commission issue an
extension of the OOC to allow the continuation for a period of three (3) additional years.
According to the most recent MassGIS data, Paradise Pond is located within a mapped Priority
Habitats of Rare Species. To date, the annual drawdown has had no discernible adverse impact
on this habitat. All conditions specified in the findings of the Natural Heritage and Endangered
Species Program (NHESP) and the DEP Water Quality Certification, incorporated by reference
under the Municipal Special Conditions in the OOC, have been and will continue to be adhered
to.
On behalf of the applicant, Pare respectfully requests that the Northampton Conservation
Commission grant the current extension through January 2, 2027 so that sediment management
