(Note: The Planning Board also granted a second Special Permit with Site Plan Approval to allow a structure set back more than five feet from the front lot line. ) Planning Board Members present and voting were: Chair Andrew J. Crystal, Vice Chair Daniel J. Yacuzzo, Jody Blatt, Nancy Duseau, Kenneth Jodrie, Mark NeJame and Associate Member Paul Diemand. In Granting the Special Permit with Site Plan Approval, the Planning Board found: A. The requested use protects adjoining premises against seriously detrimental uses because the relocation of the ATM and addition of the drive-up canopy will not change the existing use of the premises as a bank. addition will not obstructThe small canopy views or light. B. The requested use will pr with siteote he convenience and safety of Pedestrian movement wit removal of the existing ATM will improve the new and and p the access and nq,r•'Ai PRINTED ON RECYCLED PAPER ul• 10• :II i'!: i-► rAA 41.0.) J1U11 1\lll.\ -K1Ul.1LE IL0U;1 4, • Teller Machine (ATM) . To improve circulation, the bank would like to leave the south driveway as a two-way entrance/exit but designate the north driveway "exit only. " Drive-up traffic would then enter the bank lot on the south side, loop through the parking lot, drive through the drive-up window, and exit onto King Street. Plans include narrowing the mouth of one of the driveways, relandscaping, and enlarging an existing parking lot island. Directional signs will be installed. The redesign will mean a change of habit for visitors to the site, he acknowledged. Kuhn also described proposed changes to the bank's facade. The blue awnings currently serving as a sign will be removed, and new awnings, a peaked cornice, and a carved gold-leaf sign will be added. The new, dark blue sign will feature the bank's new logo. A future facade upgrade is also planned. In addition, the existing sign shared by Friendly's will be replaced with a smaller sign. (Northampton Co-operative will apply for a special permit from the Zoning Board of Appeals. ) NeJame asked if a "Do Not Enter" sign would be put 'up by the north entrance. A sign over the drive-up canopy saying. "Exit Only" is planned, Kuhn replied, and another directional sign could replace the sign by the street which presently directs people into the driveway. NeJame and Crystal suggested a temporary sign should inform people the north driveway is no longer an entrance. No one spoke in support of or against the application. The Department of Pubic Works (DPW) had no concerns. Site Inspector Anne Romano also reported by telephone that she had no concerns, Crystal said. Plans also call for the repair of the concrete retaining wall in the back parking lot, Templeton added. Landscape Architect Cannon provided details of proposed landscaping. The plant bed against the north side of the building will be largely unchanged but will be narrowed to allow drive-up traffic to pass. The island behind the bank with the existing maple tree will be enlarged and planted with additional junipers and perennial flowers . Workers will plant low ground-cover type plants, possibly junipers, and perennial plantings in a new island which will separate traffic and the drive-up driveway. A flowering crab tree will be moved because it is located too close to a planned brick sidewalk, but four or five new trees will be planted along the line dividing the bank's parking lot and an adjacent lot. The sidewalk will also be extended around the parking lot to direct pedestrians around the building. Kuhn addressed board members' concerns about visibility coming out of the north driveway. The canopy will not obstruct vision, and drivers will be able to see pedestrians walking along King Street.
