Standard Permit Conditions:
All clearing, grading, drainage, construction, and development shall be conducted in
strict accordance with the following plans and information submitted with the application
and as amended by any conditions attached to this permit:
a. Runoff and Erosion Control Plan, at Lots 3 & 5 Old Wilson Road, Northampton,
MA (Plan Number SW0508-1), dated August 28, 2005, stamped by Gregory J.
Newman, P.E., Newman Environmental Engineering.

b. Stormwater Management Permit Application and Attachments A-D for Lots 3 &
5 Old Wilson Road, Northampton, MA, dated August 28, 2005, stamped by
Gregory J. Newman, P.E., Newman Environmental Engineering.
2. The Northampton Department of Public Works (DPW) or its authorized representative
shall be provided access to the property to conduct inspections before, during, and after
construction activities as necessary. The applicant shall arrange with the DPW to
schedule the following inspections: Initial Inspection, Erosion Control Inspection, Bury
Inspection, and Final Inspection. The DPW may also conduct random inspections to
ensure effective control of erosion and sedimentation during all phases of construction.
Annual Reports that are stamped by a Registered Professional Engineer documenting the
actions completed as required by the Operation, Maintenance and Inspection Agreement
shall be submitted to the Northampton Department of Public Works by October 1St of
each year.
4. If construction of the proposed stormwater system has not started within five years of the
issue date of this permit, then the permit will expire and a new permit will be required.
Construction is defined as clearing, grading, excavation, filling, and installation of
drainage structures on the lots specified in this permit.
Specific Permit Conditions:
1. This permit shall apply to the proposed house, driveway and site work on Lot 3 and
drainage structures for Lot 5 only. If the future site work for Lot 5 combined with the
above mentioned disturbance for drainage structures on Lot 5 will disturb over 1 acre
then a separate Stormwater Management Permit shall be required by the Northampton
DPW.
2. Prior to issuance of a Building Permit, the applicant shall record an executed Stormwater
Operation, Maintenance, and Inspection Agreement that is binding on all subsequent
owners of land served by the private stormwater management facility by recording it in
the land records of the Registry of Deeds. This agreement shall be signed by the owner
and approved by the Northampton DPW. Section 22-85 of the Northampton Stonnwater
Management Ordinance provides additional guidance for the requirements of this
agreement. The agreement shall include the maintenance items mentioned in the Post-
Construction Operation & Maintenance (O&M) Plan included on page 9 and 10 of
Attachment A -Project Documentation submitted by the Applicant.
3. This project will be required to submit one or snore Notice of Intent (NOI) to the U.S.
EPA for coverage under the NPDES Stormwater Construction General Permit. A copy of
the final NOI shall be submitted to the Northampton DPW prior to issuance of a building
permit.
4. The applicant has proposed a stormwater management system that would mitigate peak
runoff rates for the 2-year, 24 hour storm, but would result in a net increase of the peak
runoff for the 10-year, 24 hour storm to the catch basins located on the edge of Old
Wilson Road at the entrance to Pine Grove Golf Course. These catch basins discharge to

a ditch on the south side of Old Wilson Road adjacent to the Pine Grove Golf Course.
This ditch loses definition and capacity after approximately 100 feet and current stone
flows run onto Old Wilson Road eventually flowing down a constructed waterway to a
recently constructed dry well and rock waterway on the golf course property. Presently,
there is not an adequate municipal drainage system on Old Wilson Road to convey the
proposed increased peak flows from the proposed project for design storms greater than
the 2 year, 24 hour storm. Prior to issuance of a Building Permit, the applicant shall
submit revised plan and drainage calculations that demonstrate either: 1) the stormwater
flows from the proposed project would be mitigated on site for the 10 year, 24 hour
design storm or 2) the stormwater flows from the proposed project for the 10 year, 24
hour design storm can be safely conveyed (i.e, via a reconstructed ditch) off of the public
roadway to an acceptable discharge point.
