115 Conz _ Memo to address DPW comments MEMORANDUM 4 Allen Place • Northampton, Massachusetts 01060 • t 413.582.7000 • f 413.582.7005 • bdg@berkshiredesign.com To: George Kohout, Chair, Planning Board From: Jeffrey Squire, Berkshire Design Group Date: September 12, 2023 Project: 115 Conz Street – Map ID: 39A-33 Re: Major Site Plan, Special Permit DPW comments Berkshire Design is in receipt of the comment letter provided by Greg Newman, P.E. from the Northampton DPW in regard to the project above. We offer the following remarks in response to those comments. Re: Parcel/House number – The Fairfield has a street address of 115A Conz Street, as far as we understand, which is different from the adjacent 115 Conz Street. If an alternate address or number is preferred by the DPW for the 115 Conz Street address, that effort can be pursued outside the scope of this permitting process. Re: Traffic Evaluation – While we acknowledge and appreciate the comments, a comprehensive traffic study of Conz Street is beyond the scope of this project. A Trip Generation Summary was submitted with the application per § 350-11.5(B)(3), which noted a 4% increase of daily traffic at the Conz Street/Pleasant Street roundabout, based on the most recent MassDOT traffic counts at that location. As this site is located within the Central Business District, § 350-11.6(2) does not require traffic mitigation for any increase. Re: Emergency Vehicle Access – This site has been designed to include drive aisles which are between 21’-24’ in width and with turning radii and access conducive to a WB-40 tractor trail truck, we feel confident fire and emergency access will be sufficient. We have not been made aware of any Fire Department concerns regarding access. Re: Hotel Restaurant - The hotel will not have a restraint thus requiring a grease trap. Only a continental breakfast is being offered. Re: Peak hour water use – Based on state codes, we estimate a peak hour water use rate of 45 GPM for the combined hotel and residential building.
