About Program – For references
The Rapid Recovery Plan (RRP) Program is intended to provide every municipality in Massachusetts the opportunity to develop actionable, project-based recovery plans tailored to the unique
economic challenges and COVID-19 related impacts to downtowns, town centers, and commercial areas across the commonwealth.
Local Recovery Plans will include analysis and exploration of challenges, barriers, strategies, and actions, with a focus on developing tactical and strategic project recommendations
that help communities achieve their recovery goals.
Objectives
Local: Ensure that communities have data-driven plans to aid in COVID-19 recovery effort
State: Support the Commonwealth in the collection and standardization of baseline data to measure COVID-19 impacts

Dear Business Owner or Manager,
The City of Northampton is participating in the Massachusetts Local Rapid Recovery Program (LRRP Program) to help communities develop Local Rapid Recovery Plans for targeted downtowns
and commercial districts.
An initial component of this program includes a survey of owners or managers of business establishments located in Downtown Northampton.This includes all establishments including for-profits
and nonprofits, and even if the business is temporarily closed. We are looking for a response from only one representative per business establishment. This could be the owner, CEO, Executive
Director or manager of the local establishment (as appropriate).

Your input will help develop a plan that meets the needs of local businesses and inform future policy decisions.
The survey will ask a few questions about your satisfaction with your business location, the impacts of COVID on your business and your opinion regarding potential strategies to support
your business and improve the commercial district.

We know how greatly COVID-19 has impacted businesses across the country. The City of Northampton is participating in the Massachusetts Local Rapid Recovery (RRP) Program to help communities
develop Local Rapid Recovery Plans for targeted downtowns and commercial districts. The Rapid Recovery Plan Program is designed to support business owners and community members and give
them the opportunity to develop actionable, project-based recovery plans. These plans will be developed in coordination with the local government, customized to the individual economic
challenges and COVID-19 related impacts in Downtown Northampton. They will include a data analysis as well as an exploration of challenges, barriers, strategies, and actions. These Rapid
Recovery Plans will provide an opportunity to take shortcomings COVID has exposed and turn them into lasting strengths.
We want the input of Downtown Northampton business owners to be a key part of revitalizing downtown. Taking our survey will provide us feedback so we can develop projects that will benefit
