Of the larger ones the average was 28" DBH? If that is the case, can you estimate how many were -28" vs those that fell below? The significant tree ordinance does stipulate that it is in effect from 12 months prior to any site plan being pulled on a property. So for this piece (not the large scale PV section), it makes no difference who cut the trees. We will need the calculation of DBH to determine replacement requirements.
