Request for Determination of Applicability August 28, 2018 SECTION 2 PROJECT NARRATIVE Request for Determination of Applicability 1 August 28, 2018 1.0 INTRODUCTION Pursuant to the Massachusetts Wetlands Protection Act, this Request for Determination of Applicability (RDA) seeks to confirm the wetland resource areas as delineated on the site by Milone & MacBroom, Inc. (MMI). Con Edison Solutions, Inc. has retained MMI for the preparation of this RDA for the parcels of land located at Burts Pit Road in Northampton, Massachusetts. 2.0 SITE DESCRIPTION 2.1 Existing Conditions The existing ±50-acre site is located on the south side of Burts Pit Road in the city of Northampton. The project site is shown in the United States Geological Survey (USGS) Site Location Map. The site consists of two parcels identified as parcels 079 and 080 on Assessor’s Map 35 and are currently zoned as Special Conservancy (SC) and Water Supply Protection (WSP) as shown on the latest City of Northampton zoning map. Access to the site is by an existing gravel access road that passes through the adjacent site to the west from 1010 Ryan Road that served the previous gravel pit on the site. Topography generally ranges from moderate to steep slopes throughout the site as shown on the attached drawings. Several stockpiles from the gravel pit are scattered throughout the site. Parsons Brook runs though the northern section of the site, and the northerly area of the site around the brook is mostly wooded. 2.2 Wetland Resource Areas On October 31, 2017, MMI wetland scientists completed a wetland delineation at the project site. Inland wetlands and watercourses were delineated in accordance with the Rules and Regulations of the Massachusetts Wetlands Protection Act and Section 404 of the Clean Water Act. Wetlands and watercourses were delineated using the methodology provided in the United States Army Corps of Engineers (USACE) Interim Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Northcentral and Northeast Region. Wetland resource areas consist of Inland Bank (IB), Bordering Vegetated Wetlands (BVW), Land Under Water Bodies and Waterways (LUW), Bordering Land Subject to Flooding (BLSF), and Riverfront Area as regulated by the Massachusetts Department of Environmental Protection. Wetland resource areas on the adjacent 1010 Ryan Road parcel west of the site were delineated by Wendell Wetland Services in March 2018, and subsequently approved by the Northampton Conservation Commission.
