Dear Mr. McDonald and Ms. Misch,
As requested, this letter has been prepared to provide supplemental information to the 2022 Annual
Report provided on September 29, 2022. The following is a summary of long-term stormwater facilities
maintenance and inspection activities conducted from April to September 2022 within the Higgins Way
development. Activities were conducted in accordance with the Stormwater Management Operation,
Maintenance, and Inspection Agreement between the City of Northampton Department of Public Works
and Sturbridge Development, LLC dated November 6, 2018.
No concerns with the overall functionality of the stormwater facilities within the Higgins Way
development were noted during the year. Activities completed are as follows:
A site-specific inspection form, based on requirements of the Agreement, was created by
Wickedhoule Engineering, LLC and reviewed with HOA members interested in completing
periodic inspections during a site walk held on April 22, 2022. During the site visit, HOA
members were provided with educational instruction regarding each stormwater management
facility and key items to observe and document during inspections. Subsequent inspections
within the reporting period were completed by either Wickedhoule Engineering, LLC or trained
HOA members. Inspections completed by HOA members were reviewed by Wickedhoule
Engineering, LLC as they were conducted to confirm completeness and identify if any follow up
maintenance or repairs were needed. Copies of all inspection reports have been attached to
this letter. The following inspections were completed within the reporting period:
o April 22, 2022 – All stormwater facilities were inspected by Wickedhoule Engineering,
LLC for assessment of drawdown and infiltration. Estimated depth of sediment within
the large subsurface infiltration system was also completed at this time.

o May 16, 2022 – Rain garden was inspected by HOA member for assessment of
drawdown, health of vegetation, and to inspect for evidence of sediment buildup or
erosion and of erosion.
o May 18, 2022 – Rain garden was inspected by HOA member for assessment of
drawdown and confirmation of removal of debris in culvert.
o June 1, 2022 – Rain garden was inspected by HOA member for assessment of
drawdown, health of vegetation, and to inspect for evidence of sediment buildup or
erosion. Catch basins were also inspected for evidence of clogging or buildup of
sediment and/or debris.
o June 15, 2022 – All stormwater facilities were inspected by Wickedhoule Engineering,
LLC for assessment of drawdown and infiltration.
o June 23, 2022 – All stormwater facilities were inspected by Wickedhoule Engineering,
LLC for assessment of drawdown and infiltration.
o July 14, 2022 – Rain garden was inspected by HOA member for assessment of
drawdown, health of vegetation, and to inspect for evidence of sediment buildup or
erosion. Catch basins were also inspected for evidence of clogging or buildup of
sediment and/or debris. Detention basins were also inspected for erosion, sediment,
vegetation, and condition of outlet structures and spillway.
o August 26, 2022 – All stormwater facilities were inspected by Wickedhoule Engineering,
LLC for assessment of drawdown and infiltration. Estimated depth of sediment within
the large subsurface infiltration system was also completed at this time.
o August 31, 2022 – Annual assessment of porous pavers for exfiltration capacities was
completed by Wickedhoule Engineering.
o September 10, 2022 – All stormwater facilities were inspected by Wickedhoule
Engineering, LLC for assessment of drawdown and infiltration.
The HOA’s landscaping contractor, Saint’s Landscaping, performed spring cleanup activities on
April 22, 2022 and routine landscaping care within the development every two to three weeks
throughout the spring, summer, and fall. Spring cleanup activities included:
o Removal of leaves and debris collected in catch basins and rain garden inlet pipes.
o Removal of vegetation growth within gravel paths.
o Removal of leaves and debris within both Detention Basin #1 and Detention Basin #2.
o Vacuuming of roads, sidewalks, 10’ wide public path, and porous pavers.
o Mowing of Detention Basin #2 side slopes, embankment, and emergency spillway areas.
The HOA completed re-seeding of Detention Basin #1 after spring cleanup activities.
Roads, sidewalks, porous pavers, and 10’ wide public path were swept by HOA members
throughout the spring, summer, and fall when sand or debris was observed in addition to
vacuuming of these areas during spring cleanup on April 22, 2022.
Porous pavers were power washed by HOA members on October 15, 2022 and November 5,
2022. Details will be provided in the 2023 Annual Report.
Rain garden, Detention Basin #1, and Detention Basin #2 areas were inspected for the presence
of invasive vegetation species by Peter Curtis, Ph.D., Botany on September 27, 2022. No
invasive species were observed. A copy of the evaluation is attached to this letter.

Maintenance and inspection activities have been continued since the 2022 reporting period and
documentation is being maintained by both the HOA and Wickedhoule Engineering, LLC in support of

Higgins Way Detention Ponds, Invasive Species Report

Our two detention ponds are examined multiple times per year for the presence of invasive
plants as defined by the Massachusetts Invasive Plants Advisory Group
(https://www.massnrc.org/mipag/invasive.htm). Any invasive or non-invasive woody species
are removed as soon as possible.
Small detention pond.
This detention pond was re-graded and seeded during the summer of 2022. Current vegetation
consists entirely of the grasses that were seeded in plus small forbs such as common sorrel
(Rumex acetosa). No invasive species were found.
Large detention pond.
This detention pond now has an abundance of herbaceous vegetation, as detailed below. With
the exception of one small patch of multiflora rose (Rosa multiflora) no invasive species were
found. The multiflora rose plus several cottonwood seedlings have been removed.
