Dear NCR Board of Directors,
It is my understanding that NCR is considering accepting a 99-year lease from the Lane Construction Company for the Boathouse Lease Area at the Connecticut River Greenway. The question
is whether the City is willing to name NCR as an “other insured” on the City’s liability insurance policy.
I am willing to commit to include NCR as an “other insured” on our liability insurance coverage, at NCR’s expense, to cover NCR as a result of any work or programming you do at the Connecticut
River Greenway from when the City takes title to the underlying fee title to the land until the point that NCR completes and obtains certificate of occupancy on a boathouse capable of
housing high school and other rowing shells. At that point, given the boathouse that will be owned by NCR and the amount of related programming that NCR will do, we think it is reasonable
for NCR to carry its own liability insurance on your programming and activities.
I am so pleased with this City-NCR partnership. It is a pleasure to be able to offer a rent-free home for NCR for the next 99 years. For phase one of the project that we will build
this year, I am proud of the $590,000 we are able to bring to the table in grants and CPA funds, the $100,000 Peter Kocot provided, and the $117,000 that NCR will be providing. That
doesn’t get us a boathouse, but it gets us a great riverfront park that we can grow from there.
Sincerely,
David J. Narkewicz, Mayor
