Description of the Proposed Project [24 CFR 50.12 & 58.32; 40 CFR 1508.25]:
Two ongoing shelters at two locations operated by ServiceNet will continue. The Grove Street Inn is a 21-bed
emergency shelter serving homeless individuals. Participants may stay up to 90 days. Staff provide on-site
services that support residents' efforts to rebuild their lives. Sheltering and case management supports,
offered by The Grove Street Inn, work towards meeting the needs identified in Northampton's Housing
Needs Assessment and are an integral part of its Strategic Housing Plan. The Grove Street Inn's efforts are
also aligned with HUD's National Objectives. It is structured to serve low-income individuals and has a
system in place to ensure that those served fall into this category. The program is equipped to and invested
in aiding participants in finding permanent housing. The Interfaith Winter Shelter (IFS) is a 20-bed
emergency shelter sponsored by ServiceNet, Friends of the Hampshire County Homeless, and the city of
Northampton. ServiceNet provides food, staffing, and emergency, overnight shelter for adult homeless
individuals during the coldest months of the year, November 1st to April 30th. At IFS, homeless guests
receive two meals a day and warm, safe place to sleep. They can also avail themselves of shower and laundry
facilities. There are opportunities for health care, mental health counseling, and case management. With the
support of case managers, participants can research available benefits, get connected to vital services, and
search for housing and employment.
