Description of the Proposed Project [24 CFR 50.12 & 58.32; 40 CFR 1508.25]:
This is a functionally aggregated project, where several grants will be given out to micro-enterprises so that
they can pay rent or utility arrearages, or pay for wages. This is not to expand a business, but to be able to
respond to the COVID-19 pandemic. The City of Northampton, Office of Planning & Sustainability will
administer the grants. The grantees are not known at this time, but they will be excluded from making
physical alterations to their buildings, purchasing buildings or land.
