Description of the Proposed Project [24 CFR 50.12 & 58.32; 40 CFR 1508.25]:
CAPV will provide housing and income stabilization, case management, and employment services for
approximately 82 Northampton households in need (impacting about 140 individuals including household
members). At least 30 of these will be youth and young parents and their children. These services respond to
the HUD national objective of improving the quality of life for individuals with low and moderate income,
and the amended CDBG Consolidated Plan objectives around homelessness prevention, basic needs
assistance, and economic empowerment for underserved populations. CDBG funding will support staffing to
ensure continuity of these services during the coming year in the context of an ongoing economic crisis
stemming from the COVID-19 pandemic.
