ORDER Authorizing Acquistion of Certain Temporary and Permanent Easements for the Alteration of Certain Public WaysCity of Northampton

Upon the recommendation of Mayor Gina-Louise Sciarra and Office of Planning and Sustainability
22. AN Order AUTHORIZING ACQUISITION OF CERTAIN TEMPOARY AND PERMANENT EASEMENTS FOR THE ALTERATION OF CERTAIN PUBLIC WAYS in accordance with the Massachusetts Safe Routes to School
program
WHEREAS, the Massachusetts Safe Routes to School (SRTS) program works to increase safe walking and bicycling among elementary and middle school students by using a collaborative, community-focused
approach that bridges the gap between health and transportation; and
WHEREAS,Bridge Street School has been approved for the SRTS program and MassDOT has engaged engineers and surveyors for the project design; and
WHEREAS, as part of the SRTS program, the City is required to alter the layout of certain ways, including Parsons Street, Bridge Street, Pomeroy Terrace, Hawley Street, North Street,
Highland Avenue, Walnut Street, and Cherry Street to allow for improved sidewalks and crosswalks.
NOW, THEREFORE BE IT ORDERED,
The City Council hereby authorizesthe acquisition by purchase, gift, eminent domain, or otherwise of (a) permanent easement interests shown as parcels E-1 through E-9, inclusive, and
parcel E-11on a plan (three sheets) entitled, “Street Alteration and Easement Plan, Plan of Land in Northampton, MA Prepared for the City of Northampton," dated March 3, 2022, and (b)
temporary easements shown as TE-1 through TE-24, inclusive on a plan (five sheets) entitled, “Temporary Easement Plan, Plan of Land in Northampton, MA Prepared for the City of Northampton,"
dated March 3, 2022.
No appropriation is needed as sufficient funds are available in the CDBG sidewalk repair soft costs (fund no. 2103, $4,700) and Traffic Mitigation (fund no. 2580, $39,500) to payForty-Four
ThousandTwo Hundred Dollars ($44,200.00) as consideration or damages for the acquisitions authorized hereunder.
