The Board approved the permit upon determining compliance with the site plan standards including: A The requested use protects adjoining premises against seriously detrimental uses. Central Business District is a mixed use district allowing commercial and high density residential uses. The new uses will further maximize the property adding vibrancy and residential units that help fill a gap in the City’s housing inventory. B. The requested use will promote the convenience and safety of vehicular and pedestrian movement within the site and on adjacent streets, cycle tracks and bike paths, minimize traffic impacts on the streets and roads in the area. A single access drive will be created with a separated bike path connection to the rail trail at the rear of the site. Bicycle and vehicular parking/storage is provided on site. (2) The project, including any concurrent road improvements, will not decrease the level of service (LOS) of all area City and state roads or intersections affected by the project belo w the existing conditions when the project is proposed and shall consider the incremental nature of development and cumulative impacts on the LOS. . C. The site will function harmoniously in relation to other structures and open spaces to the natural landscape, existing buildings and other community assets in the area as it relates to land scaping, drainage, sight lines, building orientation, massing, egress, and setbacks . The building façade is aligned with the closest structure on the abutting parcel. Landscaped areas to the rear of the site abutting the bike path as well as roof top are provided. D. The requested use will not overload, and will mitigate adverse impacts on, the City's resources, including the effect on the City's water supply and distribution system, sanitary and storm sewage collection and treatment systems, fire protection, streets and schools. Green infrastructure is provided to the maximum extent feasible including incorporation of the green roof system. Final calculations will confirm total change if any between pre and post development conditions of stormwater and not exceed capacity of existing line. E. The requested use meets any special regulations set forth in this chapter. (NONE) F. Compliance with the following technical performance standards: (1) Curb cuts onto streets shall be minimized. The site will be served by a single curb opening. (2) Pedestrian, bicycle and vehicular traffic movement on site are separated. 11.6 CITY OF NORTHAMPTON PERMIT DECISION pg. 3 CONDITIONS Prior to Site Work 1. Final lighting plan shall be submitted to the Planning Board for approval. 2. The applicant shall submit to Office of Planning & Sustainability a draft maintenance and operations plan to review for compliance for all the stormwater systems on site including but not limited to catch basins, area drains, treatment chamber green roof, trench drains and subsurface infiltration systems. Upon staff sign off, the applicant shall record the operations and maintenance plans in compliance with 11.5D. 3. . At least 15 days prior to site work final plans with relevant conditions herein shall be submitted for review. Plans shall include: a. Changes to the detail sheet showing 1.5” of topcourse for the bike path connector, b. tree protection detail showing required protection as recommended by a certified arborist for the trees to be saved. c. Updated Sheet SD300-04 tree planting detail specifying that all wire baskets and burlap shall be removed. d. Final calculations for infiltration rates for the green roof. 4. Installation of recommended tree protection shall be completed with certification sent to the Office of Planning & Sustainability. Other Prior to Certificate of Occupancy 5. The Building’s electrical service shall connect from the rear of the property 6. At least one street tree between the building and the King Street sidewalk shall be planted in structural soil. 7. The applicant shall plant or make a payment in lieu of onsite planting for trees over 20” removed from the site in compliance with 12.3. 40” of tree caliper as shown.
