1. Public Comment- No public comment
2. March 2, 2020 minutes- Approved, upon motion by Nick Horton and second by Michael
DiPasquale and unanimous vote.
3. Main Street outdoor dining and public spaces- The subcommittee discussed the downtown
shared streets projects to calm traffic and add outdoor dining and public spaces. Lower Main
Street and some of the side streets has been completed and the rest of Main Street is planned
for late July, depending on final MassDOT funding. There was some discussion about
whether southbound bicycle lanes can be added on the second of Market Street that is one-
way northbound, which would be dependent on the MassDOT grant paying for temporary
lane markings (the city will not use permanent paint) and DPW determining if it is wide
enough. The committee was generally supportive of all of Main Street changes.
4. Other current projects:
A. Edwards Square bike path ramp-- on hold until we can get a license or easement from
National Grid, hopefully later in 2020.
B. Wheelchair curb cut ramps-- under construction on the MassCentral trail and street
intersections, as the largest ADA projects on the streets in recent memory.
C. Phase II of ValleyBike-- currently out to bid.
5. Next shared use trail project- The committee supported the concept of a future Connecticut
River Greenway (River Run to Elm Court, Hatfield); State Hospital Connector (Federal
Street to Village Hill) and Rocky Hill Greenway gap (Florence Road to Burts Pit Road).
They agreed that the Rocky Hill Greenway should be the top priority if all things are equal,
but also agreed that the priority may be set by available land and funding.
6. Northampton One- The committee briefly discussed the long term walking trail project and
agreed to spend time giving input on possible routes at the next committee meeting.
7. The committee adjourned at 8:55 AM.
