However tree #6 should be replaced with a deciduous tree generally in that location. For the 2 trees (1 and 2) that are significant trees that were to be protected, removal of these would still fall under the significant tree ordinance (here). In accordance with this ordinance, trees that are over 20" DBH that are removed for a project must be replaced in accordance with a particular replacement schedule that is more than just tree for tree. New trees to replace significant trees must be overseen for their maintenance for at least 2 years. Since this project completion was less than two years ago, the HOA would be responsible for addressing the demise, removal and replacement of these two trees in accordance with the replacement schedule in the zoning. This means that for these trees which add up at the permit time to 56", the HOA would need to plant 28" in caliper of new deciduous trees or about 14, 2" trees. If you cannot plant all 14 trees on site, then you can plant a combination on site and the remainder you can pay into the City's tree replacement fund. I would recommend that the HOA convene to determine how many trees could be planted, what species and size would be selected for this area or other areas on site, and submit the proposal to me.
