This letter summarizes the plan updates since your previous review of the site design prepared by Jim Gracia, PE, in 2020.This plan update reflects additional stormwater management infrastructure to ensure the project complies with the Northampton Stormwater Regulations, and the Massachusetts Stormwater Standards. The project is the construction of an 875 linear feet driveway and single-family home on a wooded 17.5 acre lot. From Westhampton Road, the driveway follows the eastern lot line for approximately 400’ and then slopes up to the house site. The site includes bordering vegetated wetlands to the east and west of the proposed driveway. The first 400’ of the driveway are located within the 50-100’ buffer of the wetlands. The design of the driveway and stormwater improvements has been modified from previous submittals to meet the Northampton Stormwater Management regulations. The design is based on a hydraulic analysis of the site and overall contributing drainage areas and on-site soil evaluation and test pits to establish locations for infiltration and water quality facilities. Plan changes include: · Deletion of stone lined stormwater basins/settling pools · Addition of one rain garden and three small infiltration pools in the upper portion of the site · Addition of an infiltration basin near the site entrance · Addition of a wet swale west of the driveway for the first 350 ft providing water quality treatment · Addition of a level spreader is proposed west of station 4+00 on the driveway to convey flows from uphill drainage areas into the wetland via sheet flow Note that all plan changes are related to the enhanced stormwater management plan. The extent of the proposed driveway remains the same as shown in previous submissions. The stormwater analysis was completed encompassing the overall drainage area to the west and estimating the impact of the existing detention pond and tributary development. This letter requests that the Commission determine whether an Amended Order of Conditions is necessary and, if so, to issue an Amended Order. The Commission has previously granted an Order of Conditions for this project under the Massachusetts Wetlands Protection Act regulations but denied an Order under the Northampton wetlands ordinance. Condition #34 of the Commission’s Order (dated 5/28/2020), the project was required to obtain a Northampton Stormwater Permit. The revised plans incorporate the minimum work necessary to provide a stormwater design that meets the standards of the Northampton Stormwater Ordinance and the MADEP Stormwater Standards. The plan changes include: · Deletion of stone lined stormwater basins/settling pools · Addition of one rain garden and three small infiltration pools in the upper portion of the site · Addition of an infiltration basin near the site entrance · Addition of a wet swale west of the driveway for the first 350 ft providing water quality treatment · Addition of a level spreader is proposed west of station 4+00 on the driveway to convey flows from uphill drainage areas into the wetland via sheet flow It is our opinion that the revised plans can be accepted by the Commission under Condition #34. However, if the Commission determines that the proposed changes would require an Amended Order of Conditions, this letter respectfully requests that the Commission issue an Amended Order to allow construction under the Massachusetts Westland Protection Act regulations in accordance with the revised plans.
