1.0 EXECUTIVE SUMMARY
O’Reilly, Talbot & Okun Associates, Inc. (OTO) performed a Phase I Environmental Site
Assessment of two undeveloped parcels on Coles Meadow Road in Northampton,
Massachusetts.
The Site is comprised of two wooded parcels which total approximately 68.8 acres. The Site
is located in a residential/undeveloped area of Northampton, Massachusetts. The Site is
wooded and contains a central stream and wetland area. The Site is bordered by Coles
Meadow Road and residential properties to the east. The Site is bordered by undeveloped
land and protected open space to the south, west and north.
No reported releases were identified for the Site. Massachusetts Department of
Environmental Protection (MassDEP) solid waste files did not indicate a listing for the Site.
The Site was used historically for logging and hunting. One area of the Site, totaling
approximately one acre was a cleared field which is grass-covered. Based on air photos, the
field was cleared by 1987 and according to the owner, the field was used for gardening,
hunting and wildlife observation.
The Site is wooded and is accessible on its south side by an unpaved road. Additional trails
bisect the property. The site is mostly wooded with rock outcrops visible in the upland
areas. A central northward-flowing stream and ten acre flat-lying wetland area was observed
at the approximate center of the site. One open field covering about one acre was
observed. The grade of the open field matches that of the surrounding wooded area. No
staining or vegetative stress was observed at the site.
Through our review, we identified no Recognized Environmental Conditions (REC) at the
Site, as defined by the ASTM E1527-05.
As with many properties such as the Site, the possible presence of undiscovered releases of
oils or hazardous materials is a possibility which cannot be ruled out completely without
subsurface explorations and chemical testing of soils and groundwater. As referred to in the
ASTM standard, no ESA can wholly eliminate uncertainty regarding environmental matters
in connection with a site.
2.0 INTRODUCTION
2.1 PURPOSE
This report presents the results of a Phase I Environmental Site Assessment (ESA)
performed at two undeveloped parcels totaling approximately 68.79 acres on Coles Meadow
Road in Northampton, Massachusetts. The project area is a wooded parcel between
numbers 286 and 310 Coles Meadow Road. This work was performed at the request of Mr.
Wayne Feiden of the City of Northampton and Mr. Feiden served as the “Key Site
Manager.” A User Questionnaire was completed by Sarah LaValley of the City of

Northampton Conservation Commission and is included in Appendix B. Answers to
questions in the questionnaire have been incorporated into the report where appropriate.
The purpose of our Phase I ESA was to evaluate the Site history and current conditions to
identify past or current Recognized Environmental Conditions (RECs) at the Site. The
ASTM Standard Practice defines "Recognized Environmental Conditions" as the presence
or likely presence of any hazardous substances or petroleum products on the subject site
under conditions that indicate an existing release, past release or a material threat of a release
of any hazardous substances or petroleum products into structures on the property or into
the ground, groundwater or surface water of the property. The term includes hazardous
substances even under conditions in compliance with laws. The term is not intended to
include de minimis conditions that generally would not be the subject of an enforcement
action if brought to the attention of appropriate government agencies. Conditions
determined to be de minimis are not recognized environmental conditions.
2.2 SCOPE OF SERVICES
To meet this objective the following tasks were undertaken:
A Records Review of Standard Environmental Records Sources;
A Site reconnaissance;
A review of the Massachusetts Department of Environmental Protection
(MassDEP) Solid Waste files
Interviews with Local Government Officials; and
Evaluation and report preparation.
The following tasks listed are outside the scope of our study:
Compliance with other site assessment report standards (bank or government agency
standards);
Review of compliance with environmental Activity and Use Limitations (AULs);
Asbestos or PCBs Containing Building Materials;
Lead or other contaminants in drinking water;
Wetlands;
Regulatory compliance;
Cultural and historic resources;
Industrial hygiene;
Health and safety;
Ecological resources and Endangered species;
Indoor air quality;
Biological agents; and
Mold.

2.3 SIGNIFICANT ASSUMPTIONS
The findings and conclusions presented in this Phase I ESA are based upon a search, review,
and analysis of the documents and interviews as well as observations made during the Site
reconnaissance. Conclusions reached regarding the conditions of the Site do not represent a
warranty that all areas within the Site are of a similar quality as may be inferred from
observable Site conditions and available Site history. No ESA can wholly eliminate
uncertainty regarding potential environmental conditions in connection with the Site. OTO’s
evaluation and analysis are intended to reduce, not eliminate, the potential for conditions
that result in environmental risk for the end user of this Phase I ESA.
2.4 LIMITATIONS AND EXCEPTIONS
Our report has been performed pursuant to our signed contract with Mr. Wayne Feiden of
the City of Northampton March 2, 2012. Our report is subject to the following limitations
in Appendix A.
While elements of this report were prepared in general accordance with the ASTM E1527-05
Standard Practice for Phase I Environmental Site Assessment standard, the following were
key exceptions:
1. OTO did not conduct or review title or lien searches for the Site. However, this
limitation is not considered a significant data failure relative to our ability to observe
the representative use, activity, and features of the Site or adjoining properties.
Relative to the title, review of the Massachusetts Department of Environmental
Protection (MassDEP) on-line list of Sites with Activity and Use Limitations (AULs)
indicate there were no identified records for an AUL for the Site.
2. OTO conducted its work on the dates indicated in the report. We have not updated
information collected.
2.5 USER RELIANCE
This report documents the Phase I ESA of the Site performed by OTO at the request of Mr.
Wayne Feiden of the City of Northampton (Client). The findings, opinions, and conclusions
of this Phase I ESA are for the confidential and exclusive use of the City of Northampton.
Reliance on this report for any use or by parties other than those specifically stated is
prohibited without the express written consent of OTO and our client and such use is at the
sole risk of the user.
3.0 SITE DESCRIPTION
Information in this section comes primarily from Site reconnaissance and records obtained
from the Northampton Assessor’s Office. Details of the reconnaissance and interviews are
provided in Section 6.0 and in Section 7.0. A Site vicinity map (Site Locus), a Site Plan, and
Photographs are attached as Figure 1, Figure 2, and Appendix E, respectively.

3.1 LOCATION AND LEGAL DESCRIPTION
The Site is located on the west side of Coles Meadow Road and extends to the west to a
tributary to Broad Brook as depicted on Figures 1 and 2. Specifically the Site is composed
of two lots identified by the Northampton Assessors as parcel ID numbers 08-067 and 08-
056. We note that 4.914 acres of the east portion of parcel 08-067 was removed from the
subject Site in 2012. Assessors maps and a map of the excluded 4.914 acre tract are included
in Appendix C. Based on assessor’s data, the Site covers approximately 68.8 acres.
3.2 SITE AND VICINITY GENERAL CHARACTERISTICS
The Site is located in the Laurel Park section of Northampton (Figure 1). The Site primarily
wooded is bisected by unpaved former logging roads and is drained by a north-flowing
unnamed tributary to Broad Brook. The Site topography undulates from 270 feet elevation
near Coles Meadow Road, slopes to a central valley containing the tributary at elevation 210,
then slopes to a rocky outcrop area at elevation 290, and sloping toward Broad Brook and
elevation 180 at its west boundary. The Connecticut River is located approximately ¾ mile
southeast of the Site. Groundwater flow likely follow the local topographic patterns.
3.3 CURRENT USE OF THE PROPERTY
Current use of the Site is undeveloped. The property has been historically used for logging
and hunting as discussed in Section 3.2.
3.4 DESCRIPTIONS OF STRUCTURES, ROADS AND IMPROVEMENTS
There are currently no structures or subsurface utilities at the Site.
3.5 CURRENT USES OF ADJOINING PROPERTIES
The land area abutting the Coles Meadow Road portion of the Site is primarily residential.
Abutters to the north, west and south are undeveloped. The Fitzgerald Lake Conservation
Area and Hughes Conservation Land are located in close proximity to the Site.
4.0 USER PROVIDED INFORMATION
A User Questionnaire has been completed and provided to OTO. The User Questionnaire
was completed by the Sarah LaValley, representative of the City of Northampton
Conservation Commission. A copy of the User Questionnaire is attached as Appendix B. As
shown, Ms. LaValley had no knowledge of environmental issues, liens or Activity and Use
Limitations at the Site.

5.0 RECORDS REVIEW
5.1 STANDARD ENVIRONMENTAL RECORDS SOURCES
The Standard Environmental Records Sources identified in the ASTM Standard were
reviewed for the Site and vicinity using a FirstSearch Technology Corporation
(FirstSearch™) data base search on March 9, 2012. A copy of the records reviewed by
FirstSearch™ and the radius for which the search was conducted is summarized in Table 1.
The radius searched for these databases meets or exceeds the radius required in the ASTM
standard. A copy of the FirstSearch™ report is attached in Appendix D.
Site Information
No releases or regulatory listings were identified for the Site.
Off-Site Information
A total of nine releases and/or regulatory data listings were identified within the referenced
search radii (1 mile) and an additional seven were listed within the Site postal zip code. There
were three release locations within ¼ mile of the Site. The nearest release pertained to a
2001 residential fuel oil spill at 255 Coles Meadow Road. The spill was remediated to the
extent practicable, and an A-2 permanent solution had been achieved. Based on distance,
elevation and location relative to the Site, and regulatory status the listed Sites were found to
be unlikely to impact the subject Site.
The FirstSearch™ report identified no Solid Waste Landfill (SWL), RCRA hazardous waste
generators, National Priorities Listings (NPL), NPL delisted Sites, Emergency Response
Notification Systems (ERNSs), or EPA CERCLIS Sites within the search radius.
5.2 ADDITIONAL ENVIRONMENTAL RECORDS SOURCES
5.2.1 MassDEP Registry of Underground Storage Tanks (USTs)
On April 6, 2012 OTO reviewed a list of registered USTs online available at
http://db.state.ma.us/dep/ust/ustQueryPage.asp. There were no registered UST listed for
the Site.
5.2.2 MassDEP File Review
On March 13, 2012, OTO contacted the MassDEP Solid Waste division to inquire about
known solid waste disposal at the Site. Mr. Charlie Klines of MassDEP replied that no solid
waste disposal Sites were on-file for the Site vicinity. On March 14, 2012, OTO conducted a
review of MassDEP Bureau of Waste Site Cleanup and MassDEP Northampton general
solid waste files and no information regarding the Site was found.

5.2.3 MassDEP Priority Resource Maps
The Massachusetts Department of Environmental Protection on-line priority resource (21E)
GIS map of the Site and vicinity was reviewed on April 5, 2012. A copy of this map is
attached as Appendix F. Freshwater wetlands are mapped along the central unnamed brook
at the Site, and along the west boundary of the Site, adjacent to Broad Brook. The northern
portion of the Site is located near a Zone II public water supply protection area. Protected
open space properties are located west north and south of the Site.
The Massachusetts Contingency Plan (MCP) has established reporting classifications for
potential releases to soil and groundwater. Groundwater located within current or potential
drinking water source areas is classified as RCGW-1. Current drinking water source areas
are defined as areas:
Within a Zone II or Interim Wellhead Protection Area (IWPA) for a public
water supply;
Within the Zone A of a Class A surface water body used as a public water
supply; or
Within 500 feet of a private water supply well.
Potential drinking water source areas are defined as areas:
500 feet or more from a public water supply line;
Within an area designated by a municipality specifically for the protection of
groundwater quality; or
Within a Potentially Productive Aquifer (PPA) that has not been excluded as
a Non-Potential Drinking Water Source Area (NPDWSA).
Based on our review of the relevant priority resource GIS mapping, the Site is located within
close proximity of a Zone II public water supply protection area. Based on this information,
the applicable Site groundwater classification for the Site would be RCGW-1.
Soil located within 500 feet of residential property or within a current or potential drinking
water source area is classified as RCS-1. Based on the presence of residential properties
within 500 feet of the Site, along Coles Meadow Road to the east, soils are classified as RCS-
1.
5.2.4 City of Northampton Natural Resources Maps
OTO accessed the City of Northampton Office of Planning and Development’s on-line
mapping tool. The central portion of the Site, including the stream and surrounding
wetlands area, covering approximately 10 acres, is mapped as a 100-year flood zone. A map
showing the wetland/flood zone area is included in Appendix C coincident with the
freshwater wetlands area listed on the State priority resource map in Appendix F.

5.3 PHYSICAL SETTING SOURCES
The United States Geological Survey (USGS) topographic map of the Northampton
Quadrangle (1:25,000 scale) was reviewed and used to prepare the Site Locus (Figure 1). This
map was obtained in March 2012 and shows the Site and surrounding area.
The USGS map of the Site vicinity is the only physical setting source required to be reviewed
by the ASTM Standard. No other physical setting sources were reviewed.
5.4 HISTORICAL USE INFORMATION ON THE SITE AND ADJOINING
PROPERTIES
Historical Information is provided in Appendix E. Information on historical use of the Site
was obtained from reviewing Northampton Municipal records, Interview with the Key Site
Manager, Interview with the owner’s representative (Shirley Kubosiak), Review of historical
aerial photographs, and records available at the Northampton Assessors office.
5.4.1 Northampton Fire Department
The Northampton Fire Department was visited in person on March 8, 2012. OTO inquired
regarding any known environmental issues or underground tanks at the Site. No records
were found regarding the subject Site.
5.4.2 Historical Aerial Photographs
Historical Aerial Photographs were obtained from FirstSearch Technology and are included
in Appendix E. Aerial Photographs were available for 1941, 1952, 1962, 1987, 1995, and
2008.
Areal photographs reveal that the majority of the Site appeared forest-covered. One on-site
area in the west-central portion of the Site appeared to have been cleared as shown on the
1987, 1995 and 2008 air photos. The Owner's representative (Shirley Kubosiak) stated this
area was cleared and used for a short period as a vegetable garden and is currently used for
hunting and wildlife observation. During the Site reconnaissance, the grade in this cleared
area matches the surrounding area, and no evidence of fill was observed.
The 1952 and 1987 aerial photos exhibit a cleared area on an abutting parcel to the east of
the Site. During the Site reconnaissance, this off-Site area was observed. This off-Site area
exhibits an unnatural grade and appears to be an area of fill. Ms. Kubosiak stated the area
was filled with stumps around 1970. We note that this area of apparent fill is located on the
4.914 acre abutting parcel, which is excluded from the Subject site.

5.4.3 Northampton Assessor’s Office
The Northampton Assessor’s cards for the two Site parcels were obtained on-line and are
included in Appendix C. The assessor’s information indicates the parcels total
approximately 73.7 acres. As stated above and in Section 3.1, 4.914 acres has been removed
from the east portion of parcel 08-067 making this total Site area 68.8 acres. Copies of the
property record cards are included in Appendix C.
Historical Summary
In summary, the project Site is undeveloped and has been used historically for logging and
hunting.
6.0 SITE RECONNAISSANCE
6.1 METHOODOLOGY AND LIMITING CONDITIONS
Site reconnaissance were performed by Mr. Paul Tanner of OTO on March 8, 2012 and May
21, 2012. The site visits were made on foot via trails and logging roads that bisect the
property. Photographs taken during the Site Reconnaissance are attached as Appendix E.
The Site is wooded and is accessible on its south side by an unpaved road. Additional trails
bisect the property. The site is mostly wooded with rock outcrops visible in the upland
areas. A central northward-flowing stream and ten acre flat-lying wetland area was observed
at the approximate center of the site. One open field covering about one acre was
observed, also near the center of the Site. The grade of the open field matches that of the
surrounding wooded area. No staining or vegetative stress was observed at the site.
OTO observed an area of apparent fill on property that abuts the Site to the east. The
apparent off-Site fill area is topographically higher than the surrounding grade. The area is
covered with soil and grass. The top and perimeter of the fill area was walked and no
staining, odors or vegetative stress were observed. The limits of apparent solid waste
disposal are located off-Site, on the abutting 4.914 acre parcel, “Parcel A”, as shown on the
Roberge Associates map included in Appendix C.
7.0 INTERVIEWS

OTO interviewed Ms. Shirley Kubosiak during a Site tour on March 8, 2012. A copy of the
User Questionnaire completed by Ms. Sarah LaValley, the Key Site Manager is attached as
Appendix B. Answers to questions in the questionnaire have been incorporated into this

7.2 INTERVIEWS WITH LOCAL GOVERNMENT OFFICIALS
Northampton Assessors records were obtained during a visit to Northampton City Hall on
March 8, 2012.
OTO visited the Northampton Fire Department on March 8, 2012. OTO inquired
regarding any known environmental issues or underground tanks at the Site. No records
were found regarding the subject Site. The Northampton Health Department was
contacted by telephone on March 15, 2012. The clerk in that office (Heather) replied that
no records were found that pertain to the Site.
7.2 INTERVIEWS WITH STATE GOVERNMENT OFFICIALS
OTO Interviewed Mr. Charlie Klines of the Solid Waste Division of the Massachusetts
Department of Environmental Protection (MassDEP) by telephone on March 13, 2012. Mr.
Klines stated that the Site was not State-listed.
OTO performed a review of MassDEP files on March 14, 2012. There was one residential
oil spill release record for 2001 at 255 Coles Meadow Road, a residential property in the Site
vicinity. The file information, included in Appendix C indicated that an in-ground
underground storage tank had been removed. In Section 5, the FirstSearch database
indicated this release was remediated and a permanent solution was achieved in 2002.
OTO also reviewed the Northampton general solid waste files dated from 1965 to present,
and found no solid waste incidents or Sites within the Site area.
8.0 FINDINGS

observed. The grade of the open field matches that of the surrounding wooded area. No
staining or vegetative stress was observed at the site.
9.0 OPINION AND CONCLUSIONS
We have performed a Phase I Environmental Site Assessment in conformance with the
scope and limitations of ASTM Practice E1527-05. The site consists of two parcels totaling
68.8 acres on Coles Meadow Road in Northampton Massachusetts.
Through our review, we identified no Recognized Environmental Conditions (REC) at the
Site, as defined by the ASTM E1527-05 Standard.
As with many properties such as the Site, the possible presence of undiscovered releases of
oils or hazardous materials is a possibility which cannot be ruled out completely without
subsurface explorations and chemical testing of soils and groundwater. As referred to in the
ASTM standard, no ESA can wholly eliminate uncertainty regarding environmental matters
in connection with a site.
10.0 DEVIATIONS
This report has been prepared in general accordance with the ASTM E1527-05, Standard
Practice for Phase I Environmental Site Assessment standard with the following exceptions:
1. OTO did not conduct or review title or lien searches for the Site. However, this
limitation is not considered a significant data failure relative to our ability to observe
the representative use, activity, and features of the Site or adjoining properties.
Relative to the title, review of the Massachusetts Department of Environmental
Protection (MassDEP) on-line list of Sites with Activity and Use Limitations (AULs)
indicate there were no identified records for an AUL for the Site.

Fed Brownfield: EPA BROWNFIELD MANAGEMENT SYSTEM (BMS) - database designed to assist EPA in
collecting, tracking, and updating information, as well as reporting on the major activities and accomplishments of the
various Brownfield grant Programs./n CLEANUPS IN MY COMMUNITY (subset) - Sites, facilities and properties that
have been contaminated by hazardous materials and are being, or have been, cleaned up under EPA's brownfield’s
program.
ERNS: EPA/NRC EMERGENCY RESPONSE NOTIFICATION SYSTEM (ERNS) - Database of incidents reported to
the National Response Center. These incidents include chemical spills, accidents involving chemicals (such as fires or
explosions), oil spills, transportation accidents that involve oil or chemicals, releases of radioactive materials, sightings of
oil sheens on bodies of water, terrorist incidents involving chemicals, incidents where illegally dumped chemicals have
been found, and drills intended to prepare responders to handle these kinds of incidents. Data since January 2001 has been
received from the National Response System database as the EPA no longer maintains this data.
Tribal Lands: DOI/BIA INDIAN LANDS OF THE UNITED STATES - Database of areas with boundaries established by
treaty, statute, and (or) executive or court order, recognized by the Federal Government as territory in which American
Indian tribes have primary governmental authority. The Indian Lands of the United States map layer shows areas of 640
acres or more, administered by the Bureau of Indian Affairs. Included are Federally-administered lands within a

State/Tribal Sites: MA DEP WASTE SITE CLEANUP NOTIFICATION DATABASE SUBSET - database of sites in the

Protection (DEP) and the site is Tier Classified or Pre Classified. Sites are usually Tier Classified (1A, 1B, 1C, 1D, and 2)
using the Numerical Ranking System (NRS). The NRS scores sites on a point system based on a variety of factors. These
include the site’s complexity, the type of contamination, and the potential for human or environmental exposure to the
contamination. In addition, some sites are automatically classified as Tier 1 sites if they pose an imminent hazard, affect
public water supplies, or miss regulatory deadlines. Also includes MA 21E SITES, a database of sites regulated under
General Law Chapter 21E (the Massachusetts "Superfund" Law). Chapter 21E gives the Department of Environmental
Protection (DEP) the task of ensuring that releases and threats of release of oil and hazardous material are cleaned up by
the parties responsible for them. The database contains confirmed, LTBI, waiver, deleted and reserved sites.
State Spills 90: MA DEP WASTE SITE CLEANUP NOTIFICATION DATABASE - database of sites in the
Commonwealth where a release of oil or hazardous material has been reported to the Department of Environmental
Protection (DEP) since 1990. The data includes location, source, chemical, amount, notification date and Release Tracking
Number (RTN).
State/Tribal SWL: MA DEP SOLID WASTE FACILITY DATABASE - database of the solid waste landfills, combustion
facilities, and transfer stations in Massachusetts. This data includes facility type, location, capacity, owner and operator
contact information, and years of operation.
State/Tribal LUST: MA DEP FIRSTSEARCH PROPRIETARY DATABASE OF LEAKING UNDERGROUND
STORAGE TANKS - database of sites in the Commonwealth where a release of oil or hazardous material has been
reported and the source is a tank. This database is a subset of the WASTE SITE CLEANUP NOTIFICATION
DATABASE.
State/Tribal UST/AST: MA DEP UNDERGROUND STORAGE TANK (UST) REGISTRY DATABASE - database of
regulated UST in the Commonwealth and tracks its status.
State/Tribal IC: MA DEP DATABASE OF ACTIVITY AND USE LIMITATION (AUL) - database of sites receiving an
AUL. An AUL provides Notice to users of property of the presence of oil or hazardous material contamination remaining
at the location after a cleanup has been conducted pursuant to M.G.L.Chapter 21E and the Massachusetts Contingency
Plan. The AUL is a legal document that identifies activities and uses of the property that may and may not occur, as well
as the property owner ’s obligation and maintenance conditions that must be followed to ensure the safe use of the
property.
State/Tribal Brownfields: MA AGO COMPLETED BROWNFIELD COVENANTS - Database of properties that have
been coverd under a completed brownfields covenant not to sue agreement. Massachusetts law M.G.L. c. 21E provides the
Attorney General’s Office with the authority to enter into Brownfields Covenant Not to Sue Agreements for the sites not
addressed by the automatic liability protections. In exchange for a commitment to clean up a site and to undertake a
project that contributes to the economic or physical revitalization of the community, we can provide individually-tailored
liability relief to property owners and developers at the most difficult sites.
Federal IC / EC: EPA FEDERAL ENGINEERING AND INSTITUTIONAL CONTROLS- Superfund sites that have
either an engineering or an institutional control. The data includes the control and the media contaminated. RESOURCE
CONSERVATION AND RECOVERY INFORMATION SYSTEM SITES (RCRA) – RCRA site the have institutional
