MUNICIPAL STAFF/VOLUNTEER COST SHARE OVERVIEW
- The community can use hours contributed by municipal employees or hours contributed by
volunteers to provide all or some of the local cost share.
- Must be able to document the date, times, total hours and specific work completed, for any hours
that are used (i.e. public meeting for 2 hours, review of planned community mitigation activities for
6 hours).
- To use hours from meetings (such as committee meetings or public meetings), provide sign in
sheets showing date, time, length of meeting and attendees.
- Must provide log sheets to document the hours and amounts used as match; the log sheet must be
signed by an Authorized Signatory for the community. This could be the Chief Elected Official, the
Treasurer, etc. – a staff member who is authorized by the community to certify wages.
Municipal employee (paid staff) hours:
o Must be able to document the wage (plus fringe rate if so desired), and provide backup
documentation to show proof of payment to the paid staff (payroll reports, time cards,
etc.).
o The hours used as match for this federal grant cannot be hours that are used towards any
other federal grant (i.e. EMPG).
o The staff member using their hours as match cannot be paid by a federal grant.
Volunteer hours (individuals who are not employees of the municipality):
o The rate used for volunteer hours must be able to be documented and the calculation must
be provided. The rate could be: the FEMA volunteer rate; the average of the paid staff; an
amount that is considered “going rate” for that type of position in the region.
