[1] The NOI does not appear to directly state the flood plain elevation, which appears to be 125 foot, based on the
Flood Insurance Rate Map (FIRM). However, the FIRM must be used together with the Flood Insurance Study
(FIS) to arrive at the correct elevation of Bordering Land Subject to Flooding. The regulations state “Said boundary
shall be that determined by reference to the most recently available flood profile data prepared for the community
within which the work is proposed under the National Flood Insurance Program”. The flood profile data is found in
the FIS.
[2] This reviewer could not find any reference to what vertical datum is used on the plan. The flood plain elevation
for Northampton is based on NGVD29 vertical datum and if the plan is using the NAVD88 vertical datum, there is a
conversion factor that must be used.
[3] The proposed compensatory storage cut and fill volume calculations does not comply with the Performance
Standards. The regulations state that “Compensatory storage shall mean a volume not previously used for flood
storage and shall be incrementally equal to the theoretical volume of flood water at each elevation, up to and
including the 100-year flood elevation, which would be displaced by the proposed project.” Removal of volume at
only one incremental 1 foot elevation does not actually comply with the performance standards. The commission

needs to review this issue. The commission may certainly ask for elevation data for the fill area and the
approximate cut area.
[4] Please clarify the proposed area of work in BLSF. The NOI only states 112 sq. ft. of proposed work, which does
not appear to be the case.
